THE ENERGY CONSERVATION ACT – 2001 AND BEE One of the Bureau of Energy Efficiency’s mandate under EC Act is to promote efficient use of energy and its conservation in the energy intensive industry (Designated Consumers) Promoting the use of energy efficient hard wares and services for reducing energy intensities in a financially attractive manner are the major means. Bureau plan’s to achieve EC Act objectives through market mechanism , establishment of energy management system in the industry and strengthening the capacity of professionals providing services to the industry

Provisions of EC Act, 2001 on Energy Audit and Energy Auditors “energy audit “ means the verification , monitoring and analysis of use of energy including submission of technical report containing recommendations for improving energy efficiency with cost benefit analysis and an action plan to reduce energy consumption [Clause 2 (i)] The Schedule to the Energy Conservation Act, 2001 provides list of Designated Consumers who would be required to get the energy audit done from an Accredited Energy Auditors Designated Consumer to get energy audit done by an Accredited Energy Auditor[(Clause 14(h) & (i)]. Energy Auditors to have appropriate qualification [(Clause 13(2)(p)]. The manner and intervals of time for conduct of energy audit [Clause 13(2)(q)] to be specified through regulations by BEE.

    4. LIST OF ENERGY INTENSIVE INDUSTRIES AND OTHER ESTABLISHMENTS Aluminium Fertilizers Iron and Steel Cement Pulp & Paper Chlor Alkali Sugar Textile Chemicals Railways Port Trust Transport Sector (industries and Services)

    5. Petrochemical, Gas Crackers, Naphtha Crackers and Petroleum Refineries Thermal Power stations, hydel power stations, electricity transmission companies and distribution companies Commercial buildings or establishments

ACCREDITATION OF ENERGY AUDITORS Energy audit involves a systematic study undertaken in major energy consuming sectors and equipments with a view to identify wastages of energy and recommend energy savings projects. The conduct of energy audit as mandated under EC Act, and implementation of its recommendation on cost -benefit basis through accredited energy auditor will improve the energy intensities in industry A qualified energy manager as internal lobbyist and a competent energy auditor as an external lobbyist in tandem can influence top management decision on implementation of energy efficiency projects These two players and their expertise are paramount to a successful implementation of energy efficiency projects and efficient operation bringing in energy efficiency improvement in the industry

    7. ELIGIBILITY CRITERIA FOR TEMPORARY ACCREDITATION OF ENERGY AUDITORS Accreditation will be given to Energy Auditing Firms and individual energy auditors The energy auditing firms may be autonomous bodies, societies, industry associations, NGOs, Government departments, registered companies, partnership firms, Energy Service companies, academic institutions etc. The present accreditation up to 3 years after which the agency/individual auditors to acquire certification for revalidation

    8. ELIGIBILITY CRITERIA (Contd.) The Energy Auditing Firms/individual auditor to fulfill the additional criteria of :- i. Minimum 3 full time energy auditors; ii. Minimum of 3 basic measuring clip-on-type instruments iii. Completed at least 15 detailed (comprehensive) energy audit studies during the past 5 years. iv. Completed at least 2 detailed ( comprehensive) energy audit in the sector, in which expertise has been claimed

    9. Criteria and Weightages for Accreditation Criteria & Weighatages for accreditation of energy audit firm/auditors. Institutional Competencies Institutional and experience issue Availability of Instruments Financial Status System of Work Training Experience

    10. Energy Auditing Competencies Quality of field studies- Probing skill, collection & generation of data, depth of technical knowledge and analytical abilities. Expertise in Process, thermal utility and electrical utility systems Quality of recommendations- Generic & housekeeping, technical (Technology related) Quality of report writing- Flow of report & structure

    11. Recommendations of the Accreditation Committees on Accreditation of Energy Auditors As per direction of ECB, two committees under the Chairmanship of Shri R. Vasudevan and Shri P. Abraham [Ex-Power Secretaries] constituted in with members drawn from CII, academic institutions and other eminent energy experts. 104 applications received from energy auditing agencies for accreditation, which were evaluated based on approved evaluation and weightage criteria. Each committees met 6-8 times (3 times jointly and 6 times individually ) for evaluating the institutional and energy auditing capabilities of the individual agencies. The committees recommended 62 agencies for accreditation.

List of Energy Auditing Agencies whose names have been RECOMMENDED for Accreditation by the Accreditation Committee and APPROVED by Executive Committee of BEE (LIST YET TO BE NOTIFIED AFTER ITS RATIFICATION BY THE GOVERNING COUNCIL OF BEE ) NOTE- THIS LIST NOT TO BE UED FOR MEETING ANY MANDATORY PROVISION OF EC ACT,2001, AS THE SAME IS YET TO BE NOTIFIED
