    4. What is a LDO / CWO A Limited Duty Officer (LDO) is an officer who was selected for commissioning based on his/her skill and expertise, and is not required to have a bachelor’s degree. The term "Limited Duty" refers not to an LDO's authority, but rather the LDO's career progression and restrictions. LDO’s, prior to WWII, could only advance as far as lieutenant. Later an LDO could be promoted to commander. In the 1990s the ceiling was raised to Captain. Unlike the Unrestricted Line Officers, LDOs cannot command a warship, aviation squadron, or auxiliary vessel. However, many LDOs command ashore activities 4

LDO EligibilityOPNAVINST 1420.1B U.S. citizen No court martial or civilian conviction for other than minor offenses or NJP for 3 years prior to 1 October of year applying Serving on active duty High school graduate or GED Meet physical standards. Also, applicants must meet physical fitness standards of satisfactory-medium or higher at the time of application and appointment. Must be recommended by commanding officer At least 8, but not more than 16 years of active naval service prior to 1 Oct of year of FY for which applying. IAW NAVDMIN 261/10, TIS > 16 years may request a waiver (waivers for > 16.5 years will not be granted). No age restriction Serving as a MCPO, SCPO, CPO or PO1. PO1s must complete all eligibility requirements for E-7 (except TIR and Leadership Training Continuum) and must successfully compete in the annual Navy-wide examination for advancement to CPO and receive a minimum final multiple required for E-7 selection board eligibility.

    10. 10 CWO Eligibility Same requirements for LDO except: Complete at least 12 but not more than 22 (recent change) years of active duty prior to 1 Oct of FY year for which applying. NAVADMIN 261/10: For FY12 board only, CWO TIS waivers up to 24 years will be considered. Waivers for > 24 years will not be granted. CPO select or above.

    15. Preparing Start early (PO3 not too early!) Make your seniors aware of your personal goals; seek a LDO/CWO mentor Develop a strong career path and “resume”…good mix of duty stations and jobs is important. Seek leadership positions: LPO, LCPO Earn all possible professional and warfare qualifications Complete formal education and correspondence courses Get out of your comfort zone. Qualify on as many watch qualifications as you can. Do correspondence courses on ratings in other work centers you may be in charge of. Take such assignments as Detailer, Recruiter, Instructor Get involved. Actively support your command. Take on significant key collateral duties – (Career Counselor, Drug/Alcohol Programs Advisor, Command Assessment Team)

    19. Don’t forget to... Review your record to ensure: Your awards, completion of college and military schools are properly documented in your service record and evaluations Prepare for the officer interview board Be prepared to answer varied questions about what assignments you can expect as an officer, goals, contributions, what tours you should pursue, promotion opportunity, and retirement laws Review the officer Perspective Bulletins (same as Link bulletin), particularly the LDO/CWO “Mustang News” section and NKO. Also review the individual LDO/CWO detailer articles What can you bring to the LDO/CWO community. You vs I. If you are a PO1, you must pass the CPO exam.

    20. Application Use NAVADMIN 261/10 and OPNAVINST 1420.1B. If conflicts are noted between the NAVADMIN and OPNAVINST 1420.1b, the NAVADMIN takes precedence. Use the checklist (Appendix F) Recommend you have your application reviewed by an LDO/CWO in the Designator you are applying for You are responsible for your portion of the application, but not your CO’s endorsement Applications must be postmarked not later than the date specified in the annual LDO/CWO program announcement NAVADMIN.     21. NAVADMIN 261/10 Applications must be postmarked NLT 1 Oct 10. Supplemental info postmarked NLT 1 Dec 10 Commands must ensure a copy of the most recent periodic eval is copied in the application or sent to the board. First class petty officers must submit their 15 Nov evaluation. Time in service (TIS) must be computed to 1 Oct 2011. LDO applicants with TIS > 16 years may request a waiver in part 3 of their personal statement. TIS waviers > 16.5 years will not be granted. CWO TIS waivers up to 24 years will be considered for the FY12 board only. Waivers for TIS > 24 years will not be granted. 21

    22. NAVADMIN 261/10 – cont’d For FY13 and later, CWO TIS maximum will be 22 years total active service. E-7s and E-8s selected for CWO will be appointed to CWO2. E-9s (regardless of TIG) selected for CWO will be appointed to CWO3. CWO to LTJG applications will accepted for the following designators only: 718X, 728X, 731X, and 738X. CWO applicants for LDO must have at least 2 years TIG and 14 – 16 years total active service as of 1 Oct 11. The FY12 board will consider applicants for cyber CWO (743X). Navy Diver applicants applying for 720X must meet requirements in MILPERSMA 1220-100 para 18.B.(5) 22

Our flow points are consistent with the URL in terms of remaining with DOPMA guidelines. For the first time we are within guidelines for O-6. I have also increased the size of each zone for all control grades and increased the % of Opportunity. Promotion opportunity for CWO3 and CWO4 has increased to 95 and 90 percent respectively. Good Sea/Shore/Overseas rotation for the specific rating with an emphasis on increased responsibility and leadership. Successfully served in challenging key leadership positions to include IA/GSA assignments. Successfully demonstrated technical proficiency. Evidence of continued education, personal, and professional development. Attainment of professional qualifications and experience relating to the designator applied for.

    41. 41 Guidance for applicants for future boards Work to get the top spots on fitness reports/evaluations. Break-outs are extremely important. Continue working on your education and professional qualifications. Get out of your comfort zone. Qualify as many watchstations as you can, do correspondence courses on ratings and work centers other than your own. If you are an instructor, get your Master Training Specialist (MTS). Go after billets in recruiting, instructor duty, recruit division command, etc. Board members focus on the strength of the evaluations, promotion rankings, command endorsement, interview appraisal sheets, leadership traits and the jobs you have held. Good mix of duty stations and jobs held is important. Warfare qualifications, watchstations qualifications, awards, sustained superior performance in out of rate assignments such as recruiting, instructor, etc., all earn major points.

    43. 43 Summary The competitive selection process that the LDO/CWO community employs is a significant tool in the Navy’s “Strategy for the People” and ensures we retain, select, and promote our strongest performers. Selection to LDO or CWO is a benchmark in one’s career and reflects the Navy’s value in sustained superior performance, leadership, and integrity. Board packages reflect that commands support the program by only sending the best and brightest for consideration.
