  2. ROLE OF HELMET Before we proceed further kindly allow me to share with you the role of a branded helmet , plays for a two wheeler rider. A Helmet works exactly like our skull. Made from fiberglass and thermoplastics it acts like a shell for protecting our brain. The inside of a helmet is lined with expanded polystyrene (EPS) of controlled density. When the helmet is struck with a hard surface, the inner lining acts as a buffer and absorbs the shock. It bears the sudden change in energy and pressure and keeps the skull intact. The EPS may crush but it still protects the skull. When the skull is hit it moves towards the brain, leading to brain damage. The helmet, by buffering the impact of shock and dissipating the energy, prevents the skull from causing an impact on the brain. Among majority of two wheeler accidents, the deadliest injuries occurred on the head and the chest. The ones who were HELMETED prevented possible critical head and facial injuries.

ROADACCIDENTS in India Road Accidents— The 10th leading cause of all deaths globally Approx. 1.2 million people die in road crashes every year As per the published  statistics of ROAD ACCIDENTS IN  DELHI (capital of India) only , About 150 DEATHS take place every month and EVERY 3RD PERSON DIE IS A TWO WHEELER RIDER Fatalities in TWO-WHEELER ACCIDENTS have sharply increased by 25%, from 19,728 in 2009 to 24,616 in 2010

  5. Riding a bike at 55 kmph means you are moving at 49 feet per second. It is the speed at which you would hit the ground, if you were to jump from the fourth floor of a building. You may have a million excuses for not protecting yourself with a helmet. But this is reason enough for all those arguments to do a vanishing act. A little care can save your life.

  6. CONSEQUENCES AND REASONS…. Head injury The single most common fatal injury 66.3% cases Motorcycle riders are generally young and often sole bread winners of the family. Every time somebody succumbs to an accident, a country loses precious life. A family may lose an entire support system.   9. Where we stand today Despite, we all know Helmet is a life saving device ; ? Spurious helmets are being manufactured and sell openly. Me and you can find out them selling on every nook and corner

Helmet Industry Notwithstanding the feverish pitch with which the government authorities are moving ahead with implementing their compulsory helmet rule, there are some natural and unavoidable speed-breakers on the road ahead. • Surprisingly, helmet-manufacturing industry is one. Leaving aside the non-ISI helmet makers, whose number may be in couple of thousands, the mandatory ISI approved helmet manufacturers are not more than 100 in the country. As per the sales of two wheeler in India the estimated demand for Helmets must be over 90 millions pieces per annum , while the total capacity of ISI helmets is not more than 10 million Pcs per annum. • The monopoly of unorganized sector do not entice helmet manufacturers to invest in capacity building. The one who have undertook heavy investment like us do not get any encouraging response from concern authorities, as there is hardly any step taken to eliminate spurious helmets

Steps which are need of the hour • Production of Non- ISI Helmets must be banned and it should be made a CRIMINAL OFFENCE and the manufacturers should be punished severally. • Government agencies and NGOs should arrange PUBLIC AWARENESS PROGRAMMES to make  people aware about the importance of wearing  good quality ISI marked helmet for safety purposes. • Immediate CANCELLATION OF  DRIVING LICENSE of drunkard two wheeler Riders. • Strict implementation of SUPPLY OF GOOD QUALITY ISI MARKED HELMET by the Two wheeler manufacturers  (OEMs) to the customer at the time of Purchase of two wheeler but it must be also implemented in a face manner like in 1st Year with 10% two wheelers manufacturers must provide the helmets alongwith the two wheelers & then in 2nd year with 30% & then in 3rd year 50% & then in 4th year with 100%

To safe Guard the Industry No immediate Up-gradation of ISI Standard As the Cost factor will increase tremendously. • As of today, people are not ready to buy ISI helmets due to the cost factor and if the ISI Standards will be Up-Graded then the cost of each real ISI helmet will cross Rs. 1,500 minimum. • Market will be flooded with Fake ISI helmets, which is even more dangerous • ISI marked Helmets should be made compulsory all over India but in face manner. • Establishment of Helmet manufacturing companies are required as  per requirement and demand of the market. • Production level has to be geared-up. • Development of Infrastructure.

  13. Area Of Improvements………. HELMET IS A LIFE SAVING DEVICE ... Here in India it is mandatory to produce Electric equipments, Pressure Cooker , Electric Cables , etc. etc. only after having ISI certification but HELMET BEING A LIFE SAVING DEVICE ARE ALLOWED TO PRODUCE NON-ISI MARK HELMETS , WHY ???  1st Step to be taken by Government PUT AN IMMEDIATE BAN ON THE PRODUCTION OF NON-ISI HELMETS  MANDATORY HELMETS PHASE-WISE : After one year of this operation, Government must start making helmets mandatory in phased manner ie state wise .... For example : 1st in Kerala, then in J&K, then in Bihar, then so on in consultation with ISI Hemet manufactures, so there is no mismatch of demand and supply. STRICT ENFORCEMENT OF RULES : Government make the norms, but there is no enforcement of the same, hence no ISI helmet player built-up the infrastructure and capacities.

INDUSTRY SUGGESTIONS…… 1st Step have to be to BAN THE PRODUCTION OF NON-ISI HELMETS and it should be made a criminal offence and the manufacturers should be punished severally. 2nd Government must ask to the Two Wheeler manufacturers TO PROVIDE HELMETS ALONGWITH THE TWO WHEELERS as suggested like in 1st Year with 10% two wheelers only. 3rd After one year of implementation & enforcement of 1st Step government must start MAKING HELMET MANDATORY ALL OVER INDIA in a phased manner. 4thIt is very important to discuss issues with helmet manufacturers, because to PRODUCE 1,000 HELMETS A DAY, ONE MANUFACTURER NEEDS 125 WORKERS and a huge space, besides, a lot of investment will go into plant & machinery, Raw Material etc. 5th Helmet manufacturers are SMALL SCALE BUSINESS ENTREPRENEURS, so it is important that what all government plans to enforce should not be stopped / delayed, otherwise the helmet manufactures will go in bankrupt.
