ECC-AIRS • Helps EU Member States to comply with EU Directive 94/56/EC on the investigation of accidents and incidents and draft Directive (2000/0343) on occurrence reporting. • Technical problems of data-collection, -standardisation and exchange: resolved through ECC-AIRS tools. • Tools provide basic, but limited, data-analysis capabilities.

WHY ODAS? • ECC-AIRS Steering Committee agreed that extended data analysis capability is required: • Timely monitoring of safety issues • Requirements of draft directive on Occurrences reporting • ECC-AIRS requested JSSI to provide guidelines • JSSI agreed for the reasons invoked by ECC-AIRS and also: • Vital to have a European system • Involve Industry

  5. ODAS: Terms of reference • Objective: Data users specifications document for ECC-AIRS • Scope: Functional level • Define what the analysis should be capable of • Define what kind of analysis

ODAS: Terms of reference • Work programme: • Review of analysis process & procedures in aviation • Definition of specification format (objective; data requirements; feasibility; cost/benefit) • Initial Requirements definition (e.g Indicators, Precursors) • Prioritisation • Detailed specificationsdefinition • Reporting (to include institutional needs)

  7. ODAS: Terms of reference • Composition: Authorities and Interested Parties. FAA and Boeing represented • Status: active; final report November 2003.

  8. Proposal • Explore co-operation with CPS 1B working group
