  • 25% of EU energy consumption by households

  • Energy efficiency action plan (2006) emphasises more efficient energy-using products
  • The Commission promotes a culture of “sustainable consumption and production” (SCP)
      • Eco-design of energy-using products
      • Eco-labelling
      • Office equipment (Energy Star scheme)
      • Environmental management and auditing (EMAS scheme)
      • Green public procurement
  • Eco-design Directive (2005/32/EC) provides framework for energy performance standards for products. Sets maximum energy consumption levels
  • Labelling Directive (92/75/EC) and related legislation rate the energy efficiency of domestic appliances from A to G. New classes of A+ and A++ for some products, e.g. fridges

  • Energy Star Regulation (EC No. 2422/2001) voluntary US-EU agreement for labelling requirements for ICT equipment in offices
  • Commission’s handbook on green public procurement - examples of environmental tendering by local authorities
  • The Intelligent Energy Europe Programme funds energy efficiency projects. E.g.“E-Server” supports the market for energy efficient servers

  • Integrating energy efficiency criteria into public procurement a major driver for change

      • Offer incentives to consumers who buy energy efficient products

  • Five municipalities in different countries: Voru (Estonia), Riga (Latvia), Raciechowice (Poland), Cluj (Romania) and Slovenska-Bistrica (Slovenia)
  • Began March 2007, runs for 36 months

  • Information campaigns should demonstrate how to use appliances efficiently such as heating systems, washing machines, low-energy lighting and refrigerators
