OMB/OSTP - FY 2007 • Two areas requiring special agency attention and focus through the NSTC are Federal scientific collections and R&D assessment. • Agencies should assess the priorities for and stewardship of Federal scientific collections, which play an important role in public health and safety, homeland security, trade and economic development, medical research, and environmental monitoring. Agencies should develop a coordinated strategic plan to identify, maintain and use Federal collections and to further collections research. • Determining the effectiveness of Federal science policy requires an understanding of the complex linkages between R&D investments and economic and other variables that lead to innovation, competitiveness, and societal benefits. Borders in Cyberspace… • Summary of Research Conclusions • Meteorology Conclusions • In Europe, there is little commercial meteorology or weather risk management activity because most European governments do not have open access policies resulting in data not being readily, economically and efficiently available. • Since the size of the US and EU economies are approximately the same, there is no reason for the European market not to grow to US size with the accompanying revenue generation and job growth • A significant contributor to the disparities in weather risk management activity is the difference in information policies between Europe and the United States. NIHStatement on Sharing Research Data • NIH Statement on Sharing Research Data Data sharing is essential for expedited translation of research results into knowledge, products and procedures to improve human health. NIH Policy • Enhancing Public Access to Archived Publications Resulting from NIH-Funded Research • NIH-funded investigators are requested to submit an electronic version of the author's final manuscript upon acceptance for publication, resulting from research supported in whole or in part, with direct cost from NIH. • Electronic submission is made directly to the NLM's Pub Med Central (PMC) digital repository of full-text, peer-reviewed, biomedical, behavioral and clinical research journals. • At the time of submission, the author specifies the timing of the posting for public accessibility. • NIH strongly encourages authors to post for public accessibility as soon as possible and within 12 months. Policy Goals • ACCESS: • Provide electronic access to NIH funded research publications for patients, families, health professionals, teachers, and students. • ARCHIVE: • Keep a central archive of NIH funded research publications - preserving the record of medical research and information. • ADVANCE SCIENCE: • Advance science by creating an information resource that will make it easier for scientists to mine medical research publications and for NIH to better manage its research investment. DOE Questions Concerning Life Cycle Issues • When should data be made available and to whom? • How are data to be preserved and for what length of time? • What documentation needs to accompany the data to assure validation? • What types of funding mechanisms and infrastructure are needed to assure appropriate retention and access? Some Conclusions • All agency data policies are mission driven. • Most federal agencies are grounded in an environment that presumes openness and lacks barriers to access based on federal law and regulation. • Within the federal community, there is a strong understanding of the value of the public availability of data and of sharing and building on the work of others. • It is important to understand the motivations/drivers of each agency. • There is a pressing need to develop expertise in scientific informatics. • A key to success will be changing cultural norms. • These discussions provide important opportunities to significantly influence federal policy direction.
