    • Size of the NADC (ranging from 10 fte to one person, part-time)
    • National data policy and the willingness to enforce

      • Nation members
      • Recruitment of NADCs
      • Capacity building for NADCs
      • Dataset decriptions for national projects

    • These are all necessary first steps, but SCAR projects have been largely neglected so far
