Footprint Reduction - Oakland • ETEC is 90 acres of Area IV (290 acres) of the Santa Susana Field Laboratory (2,849 acres) • Areas I, most of III and IV are owned by the Boeing Company; Areas II and a small portion of Area I is owned by NASA • ETEC was the site of nuclear research beginning in the early 1950s and ending in the late 1980s

  6. Footprint Reduction - Oakland • ETEC waste, including TRU, LLW and MLLW, have been removed and disposed • 25 structures remain • May 2007 – Court Order requiring EIS • Several Hazardous Ranking Surveys have been performed by EPA • August 2007 – Parties signed a Consent Order

Footprint Reduction - Oakland • December 2007 – California passed legislation, SB990, setting stringent agricultural cleanup standards • 2009 – Parties negotiated a revised Consent Order, unsuccessfully • November 2009 – Boeing filed litigation questioning constitutionality and applicability of SB990

  8. Footprint Reduction - Oakland • 2010 – DOE and Cal EPA negotiated a framework agreement, with a legally binding agreement to follow • ETEC received $38.3M in ARRA funds for a radiological survey • ETEC received $15.8M in ARRA funds for RCRA characterization • Cleanup completed 2017?

Footprint Reduction - Oakland • SLAC, established in the early 1960s, is a 426 acre accelerator research facility • Contamination includes VOCs, PCBs, metals, petroleum hydrocarbons and other hazardous materials • July 1985 – RWQCB issued waste discharge order addressing one underground storage tank • 2005 – RWQCB revised order for the investigation and remediation of impacted soil and groundwater

  12. Footprint Reduction - Oakland • October 2009 – RWQCB issued updated order updating milestones and expanding West SLAC OU • SLAC EM received $14.3M in ARRA funds for acceleration of remediation with completion planned by the end of 2011

Footprint Reduction - Oakland • GEVNC is a 1600 acre site owned by GE affiliate GE Hitachi Nuclear Energy • GE, under contract, performed research for Nuclear Energy Programs from 1965-1972 and from 1981-1982 • As a part of research contract close-out, DOE agreed to transport and dispose of defense-related waste
