  1. KislayPandey-What Corruption Matters Advocate says about Whistleblowers bill? The safety and profound security for whistle-blowers is very crucial in the country like India where corruption and wrong business practices are common and becoming a trend in India. According to an October 2011 article by Bloomberg, from 2010 to present, more than 12 whistle-blowers were assassinated due to their roles in revealing scams and crimes by political leaders, local government servants or businessmen and more than 40 were assaulted after filing the application. People who did not know how effective RTI (Right to Information Act) is, now knows its influences and nowadays even slum-dwellers are filing RTI applications to know about the water supplies and distribution systems for food, kerosene and cooking oil. The RTI act has enabledbureaucratic transparency by putting government records open and available to all by just filing an application. It is considered as one of the most revolutionary act of the last decades and helped in revealing some of the most influential scams across the India.

The CVC can now take action against anybody who discloses names of whistleblowers, and witnesses and can request police assistance to investigate complaints.” In August 2010, the Public Interest Disclosure and Protection to Persons Making the Disclosure Bill (commonly known as the Whistleblowers' Bill) was introduced in the Indian parliament that enables CVC more power to act against people who reveal the names of whistleblowers in the public. On December 2011, the bill was passed by the Lower house and passed in the Upper house in February 2014; however, the bill has not come into implementation till now.

SatyadevDubey, AmitJethva, ShanmughanManjunath and ShehlaMasood are some of the most popular whistleblowers who were killed due to lack of security and safety.

Out of 12 whistleblowers killed by various political groups or business lobbies, eight were living in the remote villages of India and not a single whistleblower belonged to top ten metros of India. In an interview of 40 assaulted whistleblowers by Bloomberg, many of them told that they constantly live with the fear of the death and get so many threatening calls from politicians and local goons, but they simply don’t care about it. Mr. Subramanyam Swami, a leading political leader of BhartiyaJanta Party and one of the most prominent whistleblower said in an interview that they get at least one threating call every day. Mr. Pandey also said that protecting whistleblowers will in turn, help nation only as they are doing some exceptional work to clean our broken system. If whistleblowers bill will be implemented in an effective manner, it will help them to work more aggressively and in an operational manner.
