  1. Acceptable Valid IDs for Philippine Passport Application Applying for a Philippine passport requires the submission of valid identification documents to verify the applicant’s identity and citizenship. The Department of Foreign Affairs (DFA) has a specific list of acceptable valid IDs that applicants must present when applying for a passport, whether for a new application or renewal. These IDs help ensure the integrity and security of the passport issuance process. This document provides a comprehensive guide on the valid IDs accepted by the DFA for passport applications, along with additional requirements and important reminders for applicants. 1. Primary Valid IDs Accepted by the DFA As of the latest guidelines from the Department of Foreign Affairs, the following primary valid IDs are accepted for passport applications: a. Philippine National Identification Card (PhilSys ID) The Philippine National ID, also known as the PhilSys ID, is a government-issued identification card that serves as a proof of identity for Filipino citizens. Since it is a national ID, it is widely accepted by government agencies, including the DFA, for passport applications. b. Social Security System (SSS) or Government Service Insurance System (GSIS) Unified Multi-Purpose Identification (UMID) Card The UMID card is a multi-purpose government ID issued to members of the Social Security System (SSS) or Government Service Insurance System (GSIS). It is considered a strong proof of identity due to the biometric and security features embedded in the card. c. Land Transportation Office (LTO) Driver’s License Both professional and non-professional driver’s licenses issued by the LTO are accepted as valid IDs for passport applications. However, the paper-based temporary license is not accepted unless presented with an official receipt (OR) as proof of payment.

  2. d. Professional Regulation Commission (PRC) ID For professionals registered with the Professional Regulation Commission, the PRC ID serves as a valid form of identification when applying for a passport. It is especially useful for applicants who are professionals in fields such as medicine, engineering, and law. e. Overseas Workers Welfare Administration (OWWA) E-Card Overseas Filipino Workers (OFWs) may use their OWWA E-Card as a valid ID when applying for a passport. The OWWA E-Card is issued to active OWWA members and contains their personal details, making it a reliable form of identification. f. Commission on Elections (COMELEC) Voter’s ID or Voter’s Certification from the Election Officer The COMELEC Voter’s ID is a government-issued identification card for registered voters in the Philippines. If the ID is not available, a Voter’s Certification issued by the local COMELEC office is also accepted, provided it has a dry seal. g. Philippine Postal ID The Postal ID, issued by the Philippine Postal Corporation (PHLPost), is a widely accepted government-issued ID. The newer version, which includes enhanced security features, is recommended for use in passport applications. h. Senior Citizen ID Filipinos aged 60 and above can present their Senior Citizen ID issued by their local government unit as a valid form of identification when applying for a passport. i. Persons with Disabilities (PWD) ID Individuals with disabilities can use their PWD ID, issued by the National Council on Disability Affairs (NCDA) or local government units, as a valid ID for passport applications. j. Seafarer’s Record Book (Seaman’s Book) issued by the Maritime Industry Authority (MARINA) Seafarers can present their Seaman’s Book as a valid ID when applying for a passport. This ID is issued by MARINA and serves as proof of identity for those working in the maritime industry.

  3. 2. Supporting Documents in Case of ID Unavailability If an applicant does not possess any of the primary valid IDs listed above, they may be required to submit additional supporting documents. These may include: ● PSA (Philippine Statistics Authority) Birth Certificate ● PSA Marriage Certificate (for married female applicants who wish to use their spouse’s surname) ● School ID (for minors or students) ● Company ID (for employed individuals, subject to DFA discretion) ● Barangay Clearance or Certificate of Residency ● NBI Clearance It is advisable to check with the DFA before proceeding with the application if an applicant lacks the required valid IDs. 3. Additional Requirements for Minors and Special Cases For minor applicants (below 18 years old), the following additional documents are required: ● School ID (if applicable) ● Birth Certificate issued by PSA ● Parent’s valid ID (must be among the primary accepted IDs) For applicants who have undergone legal name changes, they may need to submit documents such as a Marriage Certificate, Court Order, or relevant legal documents supporting the name change. 4. Important Reminders for Passport Applicants ● The DFA only accepts original IDs. Photocopies are not valid unless specifically requested as supporting documents. ● Expired IDs are not accepted; applicants must present a valid and unexpired ID at the time of application. ● IDs with unclear photos, missing information, or damages that affect readability may not be accepted.

  4. ● Appointments for passport applications should be scheduled through the DFA’s official website. Walk-in applications are generally not allowed, except for certain priority groups. ● It is advisable to bring at least two valid IDs when visiting the DFA for a passport application, in case further verification is needed. 5. Conclusion Having the correct valid ID is crucial for a smooth passport application process. The Philippine government provides multiple options for acceptable IDs, ensuring that citizens from different sectors can apply for a passport with ease. Before visiting the DFA, applicants should ensure that their ID is valid, in good condition, and meets the requirements set by the DFA. By preparing all necessary documents in advance, individuals can avoid delays and ensure a hassle-free passport application experience.
