  3. Objectives of the NCC Project To deliver a National Construction Code for plumbing, possibly ‘Volume Three’ of the BCA Resolve the future administration of the WaterMark Certification Scheme

  4. National Construction Code Working Group Partnership between NPRF and ABCB ABCB Provide Administration and Technical Support

Agree on governance and funding by June 2010 New WaterMark Administrative model in place Progress Report to BMF Standards Australia planned divestment of WaterMark Scheme NCC DEVELOPMENT ONGOING NCC DEVELOPMENT NEW IGA STATES & TERRITORIES Develop new IGA Draft National Construction Code Implementation Strategy Milestones and Timeframes Progress Report to 1 July BMF Meeting Public Consultation on new code (6 wks) Building & Plumbing Regulations consolidated by Dec 2010 BMF & ABCB Board sign off on new code Launch of new code for referencing by 1 May 2011, comprising consolidated BCA provisions Preparation of public consultation draft of new code Agree new IGA, governance and funding arrangements by June 2011 Complete legislative amendments and all related transitional arrangements by January 2012 Ongoing work program and milestones to be identified and agreed as project progresses WATERMARK CERTIFICATION SCHEME NCC Working Group to investigate preferred Administrative WaterMark Model implementation strategy, associated costs and consider preferred administrator Further progress report to BMF. FEB JUNE / JULY DEC / JAN 1 MAY 2010 2011

  7. Plumbing Code of Australia • Published in 2004 • Currently 3 States (NSW, WA and NT) do not adopt • Task to reduce variations has resulted in 50% reduction already

  8. National Construction Code • First Edition by May 2011 • Preliminary Work has found substantial improvements and consolidation • Plumbing must retain its identity this may be reflected by a Volume 3

  9. Current Emphasis • Addressing areas of inconsistency • Removing overlap where practicable and without causing unintended consequences in licensing or certification. • Roof Plumbing/Guttering
