STRENGTHS Experience Independence On going Training Team Work Stakeholder Management Attend all Provincial Joints Meetings Attend all PIJF Meetings Attend all Provincial Fraud and Corruption Committee meetings – Premier’s Office Attend all JCPS Cluster meetings Partnership with Community Safety and Liaison in relationship to Service Delivery Complaints Partnership with Department of Justice (DPPs) Relationship with SAPS and MPS

Challenges • Shortage of Manpower – Increase of Mandate (MPS, DVA and DSO) • Large Province – Inheritance of Eastern Cape Towns without any additional staff • Too many accounting stations – lack of support from Station Commissioners • Lack of support from SAPS Duty Officers on Call (Non-reporting of crime scenes and criminal activities involving members) • Lack of Disciplinary Processes of SAPS and MPS– Disciplinary steps takes too long to be finalised - (Unlawful use of Police Vehicles is a problem to be managed by SAPS) • Stations are not diligent when it comes to attending to prisoners / Prisoners are in custody for long period which is a risk • Non reporting of SAPS non-compliance with provisions of Domestic Violence Act • No applications for exemptions (DVA) received from SAPS • SAPS accused frustrate process of criminal proceeding by changing legal reps

Challenges • Many court cases attended by members of ICD to protect witnesses • Long delays of Post Mortems, DNA reports and Blood analysis • Shortage of Funds – Special Programmes (Government Calender) • Reservist and members not fully trained on the Domestic Violence Act and the Amended Section 49 Act. • Public Works – No new accommodation even though the application was made in August 2006. • Cases of Attempted Murder / Assault GBH not opened for victims of Domestic Violence • There is a culture in SAPS and MPS of a code of silence and closing of ranks • Investigate to arrest rather than arrest to intimidate.

  31. Additional Manpower required to perform optimally • 3 Principal Investigators • 24 Senior Investigators • 3 Case Analyst • 2 Administrative Support

WAY FORWARD • Establishment of the satellite office in financial year 2007/2008 • Results driven projects – Criminal activities – Corruption cases – Pro-active investigation • Continuous stakeholders interaction • Continuous involvement with Community Policing Forums • Continuous Audits in respect of the DVA

Way Forward - Backlogs PROJECTS • Two investigators only concentrating on the backlogs files in the investigation component (Principal Investigator will monitor the progress) • Two case analysts to deal with only the backlog in the Monitoring and Complaints Component (Monitor and DPH will monitor the progress) • Progress will be monitored on a monthly basis • Work weekends to update and close files on database • Deputy Provincial Head will be addressing the problematic stations in the Province

Recommendations by Portfolio Committee on Safety and Security • Number of Post have been filled, however there is still a shortage of staff to function effectively • There is still no budget for Special Programmes • Retention of existing senior employees • Requirements for Case Analyst not reviewed • Lengthy vetting process – still exist • Approval of use of private transport – still exist • Amendment of policies – not rectified

Recommendations by Portfolio Committee on Safety and Security • Policing powers – still a major problem • Training – New investigators have not been trained • Anti-Corruption Command – problem still exist • Domestic Violence Act – ongoing problem • Scene Notifications – minor problem in KZN • Budget allocation – problem still exist • Sharing of Monitoring with Secretariat – Problem still exist • CAS system – still no access
