Roads Infrastructure Mission The mission of the Roads Infrastructure programme is: to promote accessibility and provide safe, affordable movement of people, goods and services through the delivery and maintenance of transport infrastructure that is sustainable, integrated and environmentally sensitive, and which supports and facilitates social and economic growth through socially just, developmental and empowering processes.

Situational analysis: Roads Infr Eastern Cape has abnormally extensive gravel road network (due to rural population distribution, large geographical area) Historical neglect has resulted in pressure to complete the network to same standard as exists elsewhere (upgrading from gravel to high alignment standards requires large-scale earthworks in very poor materials proving very expensive) Maintenance of surfaced roads has had to be put on hold (insufficient funds for re-sealing, essential rehabilitation) Conventional gravel road maintenance has been unsuccessful (poor gravels, rainfall, topography, heavy traffic) PIG on top of equitable Provincial share still not enough to address above demands Roads department is falling further behind in respect of all of its above primary goals The Province is lacking in respect of essential resources (technical personnel & plant)

Strategic objectives for programme • Align function with the Department of Transport RIFSA policy • Classify and proclaim the provincial network by June 2009 • Formalise 5-year maintenance and upgrade plans in support of the PGDP • Ensure the implementation of SDIP for road maintenance and roads construction • Implement EPWP and CIDB guidelines

  15. Strategic Choices • Develop in-house human capacity • Remain an “Informed Client” • Forge strategic partnership with government institutions, eg. SANRAL, CSIR. • Forge strategic partnership with Private Sector, eg. Area Wide Maintenance Contracts • Enter into Service Level Agreements: Chris Hani, Khahlamba • Change the ratio of gravel to surfaced roads: 80/20 • Recapitalise Plant and Machinery

Key Infrastructure Challenges • Existing Surfaced Roads in state of disrepair. • R61- Lusikisiki-Flagstaff-Mbizana-Mzamba • R56 - Ugie-Elliot-Indwe-Dordrecht-Queenstown • R72 - East London to Port Elizabeth • Hospitals with over 200 beds without decent access. • Siphetu Hospital • Canzibe Hospital, etc • Inaccessible Coastline: Wild Coast

Public Transport Infrastructure • The main objective of this programme is to plan, regulate and facilitate the provision of public transport services and infrastructure, through our own provincial resources and through co-operation with local authorities, as well as the private sector in order to enhance the mobility of all communities particularly those currently without or with limited access.
