    2. 1

    3. 2 Background Gwinnett County identified the need to expand its ITS capabilities as part of the 2001 Comprehensive Transportation Plan. Expansion of the ITS system was identified as a method of improving the safety and efficiency of the County’s road network.

    4. 3 Background Revenue from the 2001 SPLOST was designated for the design and construction of ATMS projects and the development of a modern Traffic Control Center. ATMS Projects were identified and designed following the GDOT PDP. Additional ATMS Projects were identified and funding allocated as part of the 2009 SPLOST program.

    5. 4 Background Chuck Bailey had the vision and it was up to me to make it happen.
