1.a) Introduction to Eligibility Determination

  • Eligibility for funding is determined by a number of factors, including:

    • Income level of the country in which activities will be implemented

    • Disease burden;

    • Involvement of an inclusive Country Coordinating Mechanism; and

  • This presentation summarizes only the steps involved in determining income level eligibility for countries classified as Upper-middle Income (UMI)

1.b) Introduction to Eligibility Determination

  • At its Sixteenth meeting, the Global Fund Board set out new income level eligibility criteria (GF/B16/DP18)

  • These criteria are designed to give the highest priority to proposals from countries or regions with the greatest need, based on the highest burden of disease and the least ability to contribute financial resources to fight HIV, tuberculosis and malaria

2. Steps Taken to Determine UMI Country Eligibility

  • Start with all World Bank classified UMI countries

  • Remove countries which recently moved from 'Lower-middle Income' to 'Upper-middle Income' (these countries have a one year 'grace period' to adjust to their new ranking)

  • Include as eligible certain countries falling under the 'Small Island Economy' lending exemption to the International Development Association’s eligibility requirements (13th Board meeting)

  • Follow further disease specific steps for eligibility determination from the 16th Board meeting

  • Countries must be included on OECD-DAC List to be eligible for Global Fund support

  • Countries are eligible if they have an HIV prevalence = to or > 1% in population 15-49 years of age; OR

  • Countries are eligible if they have an HIV prevalence= to or >5% in identified vulnerable population(s)

  • The requirement for countries to be on the OECD-DAC before they may be eligible does not apply

  • Countries are eligible if included on the WHO list of High Burden Countries (accounting for 80% of new TB cases); OR

  • Countries are eligible if there is an adult HIV prevalence of > 1% which together (41 countries) make up 97% of the global HIV/TB burden
