  4. Background • Director of the Air National Guard (DANG) Lt Gen Rice announced realignment of ANG Military Technicians to AGR. Maximizes recruiting, retention, readiness and overall lethality of our force • Four guiding principles: increase readiness, target critical AFSCs, location factors, and special military needs – ANG Functional Area Manager driven • 3,183 Military Technicians realign to AGR effective 1 April 2019 • Long range goal of force mix of 65% AGR and 35% Military Technician/Title 5 UNCLASSIFIED

Where we are today? • MO ANG realigns 59 Technician positions to AGR effective 1 April 2019 • 131st BW – 32Enlisted • 139th AW – 23 Enlisted, 4 Officers • Finalizing affected positions; • Affects both Wings and may include all Groups • Developed realignment business rules that are uniform, repeatable, and nondiscriminatory UNCLASSIFIED

Considerations • Should have a long range view (5 years) • Your shop or position may not be affected this year, but could be over the next few years if the realignment continues • AGR accession standards will not be relaxed. • ANGI 36-101, Chapter 5 remains in effect • Every effort will be made to ensure continued employment. This will require the full range of management tools UNCLASSIFIED

Who is Affected? • General Notice of Realignment • 59 tech positions realigned to AGR effective 1 April 2019 • Competitive area will be the Airmen in affected positions/work centers • Every effort will be made to place all Airmen • Priority of placement for all vacancies will be to members in affected positions UNCLASSIFIED

Management’s Tools • Non-competitive realignment • Voluntary • By exception with HRO approval • Must be fully AFSC qualified • Cannot create over-grade or excess • Cannot lead to promotion beyond current DSG position • Must meet AGR accession requirements in ANGI 36-101, Chapter 5 • Only technicians who meet grade and AFSC requirements • Must submit application package to HRO remote UNCLASSIFIED

Management’s Tools • Competitive realignment • Advertised through normal hiring process • Closed to all but permanent Technicians in realigning workcenter • If higher enlisted grade than max grade offered, must take voluntary demotion • If realigning position is vacant, normal hiring process will be followed UNCLASSIFIED

Management’s Tools • Manpower Change Requests (MCRs) • If a realigned position cannot be filled due to lack of interest by the affected technician, management may consider leaving Technician in place and choose to realign the AGR to a different position within the same program element code (PEC) • In exceptional circumstances, understanding the risks involved, management may consider leaving the Technician in place and realigning the AGR to a position within a different PEC UNCLASSIFIED

  14. Management’s Tools • Voluntary Early Retirement Authority (VERA) • Age 50 with 20 years service • Any age with 25 years service • CSRS: 2% reduction for each year under age 55 • FERS: No reduction • Ineligible if in the MEB process UNCLASSIFIED

  15. Management’s Tools • Voluntary Separation Incentive Pay (VSIP) • Over 3 years of service • Maximum of $40,000 • May be combined with VERA • 5 year restriction on Federal re-employment • Ineligible if in the MEBprocess • Ineligible if selectively non-retained UNCLASSIFIED
