SUMMARY PROJECT OUTLINE (SPROUT) • Project Title: • To design, plan & implement an Education System for A.M.C.O and its members • Tentative Duration: • 2008/2009 & onwards (no deadline) • Starting Date: • 1st January 2009 or immediately after conclusion of negotiations for new CA 2008-2011. • Geographical Coverage: • Peninsular Malaysia

Project Language: • English • Executing Organization: • The Education Unit of Association of Maybank Class One Officers (A.M.C.O) • Implementing Unit: • The Education Committee of A.M.C.O • Preparation Date: • 1st September 2008 or immediately after conclusion of negotiations for new CA w.e.f 1/3/2008 to 28/2/2011

  5. Background & Justifications • Background • No education policy. In constitution!!. • No education programs since inception in 1989. • Members - lack of interest to participate in union’s activities (i.e. AGM, meetings or submit proposals for new CA) • EXCO & ordinary members – also lack of awareness on ‘lifelong learning’ in the knowledge-based industry

  6. Justifications • To promote ILS Conv. No 142 & Rec. No 195 – encourage lifelong learning in knowledge -based industry (such as banking) • Better awareness on the roles & duties of TU, leaders and members • An opportunity & meeting-place for members to discuss problems faced at the workplaces • To increase women participation in union activities

Target Groups & Partners • Target Groups • Existing 2,880 members with another 1,500 potential (new) members • 20 to 50 newly Regional Representatives, of which not less than 30% women representatives • Main Parties &/or Partners • AMCO’s Education Committee • MTUC Education Department • MTUC Education Officer

  8. Long-Term Objectives • In the long term, the work-plan will contribute to achievement of :- Developing a trade union education system for AMCO & its members

Immediate Objectives • At the end of the project, the following objectives will be achieved: • AMCO’s Education Policy formulated and adopted • AMCO Education Unit established and capability to deliver trade union education training developed • 20 – 50 trained Regional Representatives appointed and trained and able to represent the Union. Not less than 30% are women representatives

  10. Key Outputs/Direct Results • For Immediate Objective 1 : • Education Policy formulated as reinforcement of the Union’s commitment • The newly adopted Education Policy adopted and implemented as per proposal

  11. Key Outputs/Direct Results • For Immediate Objectives 2 • An Education Unit established • The capability of the Education Unit to implement educational activities developed

  12. Key Outputs/Direct Results • For Immediate Objective 3 • About 20-50 Regional Representatives trained with capacity to represent the Union at the workplaces • Target set for 30% of women Regional Representatives achieved

Activities • The proposed activities for objective 1 are:- • Prepare draft education policy • Discuss draft education policy during the Executive Council (EXCO) meeting • Mainstreaming of gender equality in Education Policy • To submit the draft Education Policy for Biennial General Meeting (BGM) approval • To submit EXCO’s resolution for funding RM100,000 per annum for BGM’s approval

Activities • The proposed activities for objective 2 are:- • To establish an Education Unit • Obtain approval for the General Secretary to head the Education Unit • Source training materials from MTUC and/or other external sources • Prepare annual training calendar • Planning and designing 7 workshops annually i.e. 5 programs for basic level & 2 programs for intermediate level) • Identifying resource persons • Identify suitable training venues

  15. Activities • The proposed activities for objective 3 are:- • Notify participants for training • Select suitable Regional Representatives • Identify suitable women Regional Representatives

Main Inputs • The main resources to implement the proposed activities are: • Organising Unit – mainly by AMCO’s Education Committee members • Financial – internally funded by AMCO • Resource persons – Gen. Secretary, MTUC Education Officer & officials from other unions • MTUC Intermediate & Advance training programs – such as Leadership, OSH, CBA

Indicators of Achievement • The project is expected to bring changes in the forms of: • Union’s commitment towards life long learning in knowledge-based industry reinforced • Union development i.e. (a) The Education Unit’s capacity to implement training programs (b) 20 – 50 Regional Representatives trained to represent union & members at the workplaces • Closer networking and solidarity amongst unions in the banking industry

Management Risks • Risk No 1 - • Women participation & also as the Area/Regional Representatives • Possible Response • Shorter training session – 1 day program & locally (regional). • Setting quota for women participants (at least 30%) • Appointment of not less than 30% women Regional Representatives

Management Risks • Risk No 2 – • AMCO Education Committee – Lack of knowledge in planning & organizing education programs • Possible Response • To ensure EXCO members undergo basic, intermediate & TOT programs (by MTUC) • On-the-job-training at MTUC Education Department (conference, workshop, seminar)

Management Risks • Risk No 3 – • Course materials – finding suitable and relevant materials • Possible Response • Networking with other unions & GUF for assistance – on new challenges due to Human Resources Management (HRM) trends such as PLWS, Flexi Benefits etc • MTUC &/or Professional Consultant firms

  21. Monitoring/Reporting/Evaluation Procedures • Quarterly Progress Report – will be presented during Quarterly Executive Council (EXCO) meetings • Self-evaluation – every 6 months during the initial 2 years • External evaluation – by participants at the end of the program and also to be conducted by MTUC Education Department on request basis

  22. Preliminary Budget Proposal • Internal funding for the proposed project is not a constraint • The approved annual budget for term 2006 – 2008 was RM40,000 (i.e. equivalent to Euro 8,000) but not utilised • For the upcoming term for Year 2009 – 2010 and onwards, an annual budget of RM100,000 (equivalent to Euro20,000) will be proposed for approval • 5 basic workshops x RM10,000 each • 2 intermediate workshop x RM15,000 each
