Child pillion riders are in focus as per the latest notification of the Ministry of Road Transport and Highways. From Feb 2023, all children ages 4 yrs and below upto nine months who are riding or being carried pillion on a two-wheeler will need to be in safety gear.

  1. Child Pillion Riders Need To Be In Safety Harness & Helmets from February 2023 Child pillion riders are in focus as per the latest notification of the Ministry of Road Transport and Highways. From Feb 2023, all children ages 4 yrs and below upto nine months who are riding or being carried pillion on a two-wheeler will need to be in safety gear. Parents and guardians of all child pillion riders need to underline the date February 15, 2023. From this date onwards, they need to make sure that they have a safety harness and a child crash helmet/bicycle helmet in their possession. If the parents/guardians are going to ride their two-wheeler with a child pillion rider who is below four years old and above nine months without safety gear, then they can face a fine of Rs 1000/-.

  2. Children above four years are already covered under the Motor Vehicles Act. They have to wear helmets while riding pillion on a two-wheeler. Besides, the parents/guardians, the companies who now have to manufacture smaller helmets for children are also under notice. They need to make the safety harness and helmets as per Bureau of Indian Standards (BIS) specifications. Safety of Child Pillion Riders We have all seen child riders clinging to the waist and clothes while sitting pillion on a bike or scooter. They can also be seen standing in front of the rider on a scooter. These child pillion riders don’t look comfortable from outside and even a bit fearful as they travel on a two-wheeler. Now, the law too will be on their side from Feb 15, 2023. The person driving the two-wheeler has to keep to the speed limit of maximum 40 kmph along with necessary safety gear for child pillion riders. Failure to do so will incur fine/challan. As to the quality of the safety harness, the transport ministry has informed that the harness: ● Needs to support weight up to 30 kg ● Needs to be lightweight ● Needs to be adjustable ● Needs to be waterproof ● Needs to be durable Mortality Rate of Children Riding Pillion The mortality rate of children who are killed while travelling on Indian roads is disturbing. Around 30 children are killed daily on the road and most of them are child pillion riders. Here are some more details: ● 1168 children died in road accidents in 2019 ● WHO report of 2014 has cited road traffic injuries one of the 15 main causes of death of children between age 1-4 years.

Most of those accidents involved two-wheelers. ● Over 2700 children below 14 years age died in road accidents in 2020. ● Over 14,000 children below the age of 18 died in 2020 road accidents.
