11. COVER STORY Origin of Naya Raipur Named after its 36 historical forts, Chhattisgarh, the country’s 17th most populated State came into existence on 1st November, 2000. Initially, Raipur was named its capital but soon, a need for a more dedicated and modern administrative block was felt. Hence, the development plan for an integrated Smart City came into existence to ensure formation of a new capital city. The process of its development was commenced by Naya Raipur Development Authority (NRDA). It comprises 41 villages under its jurisdiction which consists three layers of Smart City development. It also has 95 square km comprising a dedicated green belt. The new city also has a peripheral region covering 130 sq km, 12 sq kms, dedicated to Raipur and Naya Raipur international airport. The city earned its Greenfield tag as it has a green, cross connected walking belt running across the length and breadth of the city. Naya Raipur has 8,000 hectares of developmental potential. A planned city for more than 5.6 lakh people, it has a proposal to have 100 km of four-to-six lane roads. “The city earned its Greenfield tag as it has a green, cross connected walking belt running across the length and breadth of the city. Optical fibre network is already laid along all the major roads to act as a backbone for smart infrastructure. “Clean potable water is supplied 24X7 via a fully pressurised hydro pneumatic pumping system sourced through a 52 MLD Water Treatment Plant. It is a zero discharge city with four decentralised STPs. The recycled water is used for watering the greens of the city. It has 72 km of centrally controlled smart LED street lighting. It has an intelligent public transport system with 13 BRT depots and 30 BRT buses,” said Mukesh Bansal, Chief Executive Officer, Naya Raipur Development Authority (NRDA). To take the city to the next level, Information and Communication Technology (ICT) based initiatives have been taken wherein in the first phase utility Supervisory Control and Data Acquisition (SCADA) for water supply, electrical network and sewerage is done. Streetlight network is controlled through GPRS to be integrated with Smart City network. The authority has come up with commercial and retail towers in the heart of this CBD.” Integrated Transport Network The BRTS is with a real time status update. It has the ticketing and boarding similar to Metro stations. Development of transit oriented zones is also taking place. There is approximately 54 km of cycle tracks and pedestrian walkways. There are separate bus lanes for BRT buses in Naya Raipur. The bus shelters are also differently-abled friendly. There is also public bike sharing system and an Intermediate Public Transport system. Some very big super speciality hospitals are coming up in Naya Raipur. Also. The city already boasts of Sri Sathya Sai Sanjeevani Hospital built by Sri Sathya Sai Charitable trust and is located in Sector 2 of the city. It is already operational and provides free of cost service to children with heart ailments. India’s premier All India Institute of Medical Sciences (AIIMS) research and outreach centre is based in Sector 17. There is a 10-bedded Government hospital and Vedanta Super speciality Hospital is in the process of commissioning its premises soon in Sector 36. Health Sector Central Business District (CBD) Naya Raipur will become future Health Hub of India providing range of health services such as Super Speciality Hospitals, Medical Colleges, Clinics etc. NRDA further intends to attract private sector players to invest in bouquet of health services. CBD is the lifeline of the city. The area near the Ekatm Path has been strategically planned as business hub of Naya Raipur. The authority has come up with commercial and retail towers in the heart of this CBD. It has a unique feature of pedestrian walkway lined with informal and formal retail with recreational facilities. It is well connected with BRTS, railways and NMT. Film City and Amusement Park Located in Sector 39, one of the most scenic sectors with Jhanj lake at the focal point has the potential of becoming an entertainment destination. A film city will be developed on an area of 89 acres and a world class amusement park will be established on an area of 52 acres. The driving theatre is also to be developed in sector 24 of 3 acres. “The Naya Raipur is located in natural surroundings. It has been envisaged as a lively, vibrant city equipped with state-of-the-art physical, social and economic infrastructure,” added Bansal. You took over as the Chhattisgarh Chief Minister 14 years ago and played a role of visionary leader. Your leadership has made Chhattisgarh prominently visible on the map of India. How has been the journey so far? “From starting with a meagre budget of Rs 7,328 crore in 2003-2004, we have reached to an amount of Rs 83,000 crore in 2018-19.” There were many problems i.e. Sarguja and Bastar districts were suffering from natural calamities. Also, it had a negative impression due to being projected as an ‘Adivasi State’. We started from zero. We had the uphill task of creating a developed State. We started focussing on multi-sectors simultaneously. We increased our budget over the years. We gave our people security of education, food and health. You are talking about the rising Chhattisgarh on the map of India. This growth and development is not a result of one day. Due to the constant efforts made in last 14-15 years, we have been able to achieve current growth rate in the State. Special emphasis was given on agriculture, education, growth of tribal areas, women, children, farmers and youth. country. Though it was a part of a big State like Madhya Pradesh, it was not in line with the growth pattern of the country. The State of Chhattisgarh was born in 2000 with a rich cultural heritage. It was known as South Kosal erstwhile and was spread on 30 per cent of the land area of the undivided Madhya Pradesh. We have issued clear mandate that either naxalites should surrender and be a part of our growth story or be ready to die. We have focussed on transparency and communication. We are providing all No Objection Certificates, license and permissions online. We have started a helpline service only for industrialists. We are also providing online tax return facilities. To develop human resource and skill development of people, we are opening livelihood colleges in every district. Through this system, all the information of the city will be accessed through one common centre. In case of any problem, officials will get notification without any formal complaint from the citizens and officials need not visit every house for metre reading etc. The city has been divided into six sewerage zones and electrification of the city will be completed in three stages. To maximise the use of renewable energy, we have made a system under which 10 percent of the city’s power need will be met by Solar Energy. To meet the power need of the Mantralaya (Secretariat), we have built a 1.3 megawatt Solar Plant. It is also a green building. opportunities are growing in the State. Due to our efforts, BPOs have been set up in places like Dantewada. We have IIT, IIM, AIIMS, Hidayatullah National Law University like institutions. More than 2,300 Skill Development Centres are running in the State. Chhattisgarh is the first State in the country to chalk out a roadmap for State’s IT policy. All the street lights and traffic signals are utilising the Solar Energy. We are also developing the city as a zero discharge city. Chhattisgarh is leading in urban transformation towards Prime Minister Narendra Modi's ambitious Smart Cities Mission and Naya Raipur is one of the greatest live examples. What are the provisions for further expansion and infrastructure upgrade for Naya Raipur in future? Health is an important factor. Better health care facilities contribute to the livability index of any place. How do you score Chhattisgarh in public healthcare system? What are your major achievements in the sector and upcoming plans? Skill Development is another major focus of the Government of India. What is Chhattisgarh Government’s approach in linking education and employability to make the youth of Chhattisgarh employable? It’s true that Smart Cities concept is new in the country. Even after 70 years of our independence, we have not been able to achieve the growth trajectory which is seen across the globe. When Naya Raipur was being developed, Prime Minister Narendra Modi praised it, saying all the new cities should be developed on the lines of Naya Raipur. Our health facilities have improved over the years. In the last 14 years, we have built 14 district hospitals, 792 primary health centres, 156 community health centres, etc. Four private medical colleges and six Government medical colleges are already present. It is the first State in the country to give free medical services in the country. We started the Mitanin programme in the State to provide emergency medical services to the rural people. The solution will aid in detection and providing response to incidents and provide alerts and feedback to the monitoring authority about abnormal situations. Video Analytics will be done on live video images including detection of violations such as wrong direction, improper parking, loitering etc. The modules incorporated under smart governance are RTI, land and rehabilitation, estate and project, building permission management system, water and sewerage connection and grievance redressal for citizens and legal, meeting management, environment, finance, Human Resource Management System (HRMS) and payroll, file movement modules for city administrators. There will be a common city portal offering all the services and mobile apps for the same. The Chhattisgarh Government is promoting development of sunrise sectors such as food processing, textiles, packaging and logistics. started a common platform for all the digitised services called Lok Seva Kendra. It’s an e-district project where services like birth certificate, caste certificate etc, are integrated. Registration for driving licenses has been made online by the transport department as well. You can even register your property online. The industries department has also started giving many services online. We are trying to push every service on digital platform so that people do not have to visit the Government offices anymore. We are also ensuring Aadhaar seeding. We are authenticating beneficiaries in food, National Rural Employment Guarantee Act (NREGA), school, social security and pension database etc. We are also authenticating farmers who sell their paddy to the Government. If anybody wants to set up an industry in Chhattisgarh, he can find most of the services online. Exemption in stamp duty is also online. Incentives like land premium capital subsidy, electricity etc, have been made online. There is a Service Guarantee Act of State in which every service has a definite timeframe of completion. It varies from 24 days to 30 days. If still the services are not delivered, then the concerned official has to give an explanation for that. There is even a penalty clause for this. Public financial management system which is an upcoming payment system of the Government of India scheme will make use of Aadhaar to disseminate payments. Aadhaar will check the beneficiary duplication and delivery of financial benefits by using Direct Benefit Transfer system. Mobile seeding- We are also linking mobile numbers through Aadhaar. For example, Rs 2,100 crore paddy bonus has been distributed to farmers and were informed through a sms. Since 2011, we have made the commerical tax return filing online. Even payment of monthly bills, etc is online. Industries department is having online payment systems as well. Rupay card activation- Rupay card is a type of debit card. We are trying to improve its distribution across the State. We have online land allotment system since 2015 which is GIS based. We have started land banks in different districts for industrial use which can be tracked through GIS based maps. Jan Dhan Yojana- Under Jan Dhan Yojana, more than 1.28 crore bank accounts have been opened in our State and and it is higher as compared to the national average. Almost 45 per cent of the State population has been covered under Aadhaar. It is double the national average and almost all the families who wanted minimum one account have been covered under this scheme. Now the challenge is to ensure banking services at their doorstep. We are trying to expand banking services through bank mitras or micro ATMs of Cooperative banks and other institutions because the banking coverage is slightly limited in the State specially in the Left Wing Effected areas. The average balance in our State’s Jandhan account holder is around Rs 1,450. Around 75 per cent of the accounts are operational and we are trying to get bank accounts to every hook and corner of the State. Land for industrial use can be booked online. Earlier, people used to visit our offices for registry but online system has improved the ease of doing business here. What is the role of Government e-market (GeM) portal? GeM is a dynamic portal which is fully integrated like an online market place. It gives you real time information of prices of various goods and services. It is being developed as more user-friendly, reliable and integrated with Government payment systems. For vendors, it is useful as everything including inspection, payments etc is now streamlined on a single platform. On the Government front, it has minimised the usage of manpower causing timely execution. In addition to providing e-governance, we are also trying to fix a delivery timeline. Under the Right to Services Act, more than 300 services are online. What initiatives the State of Chhattisgarh is coming up with to curb road accidents? Road safety initiatives involve many departments. At times, lack of coordination among various departments makes road safety a very difficult task. What is your take on it? Road safety has become a major concern. The transport sector has to be modernised as cities are getting smarter day-by-day. The fatalities on the roads are rising. Statistics say the number of deaths due to road accidents has risen to almost 1.25 lakh while 5.25 lakh injury cases were recorded. The road safety is multi-agency affair. From road development to rules implementation process, so many agencies are involved in it which makes whole process little cumbersome. “Strict enforcement is needed. It should be like that not even a single driver dares taking his vehicle out on the road in a drunk state. There are many road and building agencies in the country. The NHAI (National Highway Authority of India) is basically responsible for maintaining and building national highways. It has come up with very good design of 4-lane highways and national highway. Apart from strictness of fine and punishment, the certainty of getting caught is also one of the major things which can reduce drunken driving cases. The big concern is they are building a national highway which is a very long and old road. In addition, there is a ribbon development on the roadside. People are found living on the roadside. In addition, police on the road should be checking the drunk condition of a driver. They should be well equipped. There should be sufficient staff and sufficient places where it can be checked for drunken driving. What is your take on sustainable and environment-friendly mobility in the State? Vehicular pollution is becoming a big problem in the cities. The courts and particularly Green Tribunals all have expressed concern on it. The Green Tribunals are very strict on enforcement of emission norms. Every small State, small township is provided pollution checking facilities. On the basis of that we are enforcing emission standards as well as BS3, BS4 norms. Apart from these, if some vehicles are violating emission norms, they are dealt with iron hand. The age of the vehicle, particularly of the commercial vehicles, has also been fixed. Old vehicles are phased out to contain the menace of pollution. Underpasses are needed to avoid road accidents. People even jump road dividers. Recently, the Supreme Court took a very good initiative directing all the shops, bars and all to move to the 500 meters away from the highway. It reduced the drunken driving cases. As far as enforcement and putting punishment on these people are concerned; much more needs to be done in this direction. These things reduce the speed of highway and are becoming a big threat to road safety. Apart from highways, other roads are being built under PMGSY (Pradhan Mantri Gram Sadak Yojana) and state’s PWDs. Do you think some awareness or behavioral campaign during student life can help in the long run? All these roads till now have not been very sound from design aspect. Road signage, road design, speed calming measures all these things are not present on these roads. People of all ages need to be taught about the road safety. Whether someone walks as a pedestrian, rides bicycle, drives a commercial vehicle or travels in a bus, everyone should be aware about the road safety precautionary measures. These kinds of efforts have already been started. Chapters on road safety have been included right from primary classes onwards. Orientation towards good behaviour on the roads must be done. Audio-visual mediums and the direct briefing by the traffic policemen when someone violates the traffic rules help a lot. Counselling is also required. Do you think the electric vehicles could be the future? Training of drivers is a major concern for road safety, how training providers can play key role on this front? Any non-polluting, alternative energy source vehicles could be the alternative. It should be like CNG which is very clean energy source. If anything like that comes to the fore, it will be a future transport fuel. India has not been very advanced country in the field of drivers training. There is no organised system for it. There is no school which provides them certification or proper training. Despite many steps by the Government drunk driving cases are up. With the objective of offering easy access of services to its citizens, the administration has automated the implementation of RTE in the district. With smart education, Smart city is about implementing smart solutions and using technology that eases the life of its citizens. Raipur district administration is working hard in this direction. Excerpts of the Interview: O P Choudhary Collector and District Magistrate, Raipur As the name suggests, one of the major emphasis of project RTE Pardarshi (transparent) to bring about transparency in data and processes at each stage of the student admission. Earlier, due to manual lottery system, no freedom of choice was given to the target group and chances of favouritism were high due to human dependency and manual intervention of private school principals and government nodal officers in allocation process. Tell us about RTE Pardarshi initiative and how does the district administration ensure its successful implementation? SMART EDUCATION FOR SMART CITIES This was addressed by automating the complete process for the officers and parents and they could select maximum five schools based on their priority. the team would be able to track child’s attendance, progress in class and identify cases where the child is facing any difficulties or issues. undertaken in name of “Pustakdan- Mahadan Abhiyan”, a drive to collect useful readable books from people across the district. The interested people can donate books as well as funds for procurement of books. An initial corpus of Rs 1 crore has been created from DMF towards staffing of books in the proposed Youth Tower. As of now, more than 7,000 books have been collected through this drive. The automation of the whole process of filing applications and seat allotments removed the cases of human interventions and possibilities of favouritism and thus creating a fair environment. Any additional support needed for improvement of child’s progress would be provided as and when required. The complete information of the child with respect to the school would be tracked and documented and launched this year. This system will also look into an automatic method of reimbursing the fees directly to the school. Through this the Government is able to ensure that the children admitted are also continuing the education at the highest standard. What has been the success rate of RTE Pardarshi initiative? How many poor students were admitted into the good private schools of Raipur? Please share some salient features of the Oxy-Reading Zone. The Oxy-Reading Zone will boast a Youth Tower with capacity of 1700 seats (inside, rooftop & open). A central library already existed with capacity of 600 students but the facility came under tremendous pressure with memberships getting full within the first year of its operation along-with demand for approx. 10 new membership request being received daily. The RTE Pardarshi ensured that people have choice in selecting schools for their children, 153 private schools out of 802 were rejected by the applicants for their wards. A unique feature of this project has been ensuring choice of the people, for the people and by the people. It was a huge success for the administration with the system being able to rope in 802 private schools in Raipur city. There was a significant increase in the number of applications as well as enrolments coupled with higher transparency in the overall process. The efforts have been recognised and applauded by the Honourable Chief Minister of Chhattisgarh Dr Raman Singh, who further asked other districts to replicate this across the state. What is the aim of Oxy-Reading Zone and how will it help Raipur students? The green building of Youth Tower will provide for ambient natural light and pleasant temperature by reducing heat effects. A number of casual relaxed open areas, trees having medicinal and aromatic values, tree shades across the campus, trails, open air gym, and pond provide a tranquil environment for well-being of students. The Raipur district administration identified an opportunity: Creating a focal point of educational, recreational and spiritual activities for students. The aim is to provide a competitive environment for students where they can read, study and innovate towards better opportunity. The idea was to create a learning environment for students in terms of Oxy-Reading Zone equipped with a Youth Tower and recreational facilities. The theme for the facility has been kept as Oxy-Reading Zone and Youth Tower: Reach the Sky. There were 8,962 applications for a total of 9,566 seats, of which 5,589 seats were allotted to students across Raipur on the basis of two lottery rounds. They would now be able to get quality education in some of the best private schools of Raipur. This was possible by district administration with investment of just Rs 17 lakh, with this one time investment we were able to create financial value of more than Rs 153 crore in a year. It will create this value every year without any further investment. The social value created by this noble initiative is immeasurable. The presence of basketball court, a differently abled Facility Plaza with necessary amenities like cafeteria, ATM, bookstore, bank, medical store, stationary shop, sports good outlet & electronic store complete this ecosystem of learning and interacting in the lap of nature. The membership charges are nominal at Rs. 200 per month. The Oxy-Reading Zone is located in 6 acre area on GE Road, in the middle of the education hub of city with NIT, Science College, Ayurvedic College, AIIMS and University in vicinity. The area has been specifically chosen with consideration given to student density, cost and travel factors. The initiative has been supported by the Chief Minister of Chhattisgarh Dr Raman Singh. The Qxy-Reading Zone and Youth Tower have been taken-up as best practice by state government and it has directed all other districts to replicate the model. With a motive to pass on the stories of city’s glorious past, Raipur Smart City Limited initiated the concept of Heritage Walk. The walk, divided into four different routes, is led by heritage enthusiasts from the city who take the group of citizens on an enriching heritage tour. Inaugurated by Chief Minister Dr Raman Singh in January 2018, the Heritage Walk focussed to educate and let people know about the legacy and rich cultural heritage of Raipur. Smart Sakhi Campaign: Raising awareness regarding sanitation and health education among girls, RSCL launched the Smart Sakhi programme with the help of soft skill trainers and child counselors. The roped in counselors are teaching fine details of physical education, health and sanitation to school girls studying in class 6 and above. It’s primarily focusing on the schools in slum areas. toilets and drinking water facilities were added in addition to the existing facilities. Established in 1908, Anand Samaj library is the oldest library in Chhattisgarh. Its best feature, apart from its design and history, is the finest collection of old and heritage books. Mor Raipur Club: To integrate fresh and young minds into RSCL projects, Mor Raipur Clubs were created in the major colleges in Raipur. This club comprises student ambassadors as well as enterprising young individuals. The Mor Raipur Club is one point contact between Smart City Raipur and the institution. From time to time, Mor Raipur Club members also voluntarily participate in the activities of RSCL. Think Raipur: Think Raipur is an initiative to seek ideas from citizens in transformation of Raipur into a Smart City. Launched in September 2017, RSCL, with an intent to promote entrepreneurship invited innovative ideas from the citizens that would make Raipur a better city to live. Under the Smart Cities Mission, this library was renovated without tampering the rich cultural heritage and legacy the library has preserved for years. The Smart City’s renovated project of Anand Samaj library is all remodeled with new facilities while retaining its original heritage look to appeal the modern readers. Chhattisgarh Chief Minister Dr Raman Singh inaugurated the renovated structure in January 2018. From time to time, cultural and art festivals are being organised at Anand Samaj Library. In total, 3,000 ideas were received, and all of them fell under the six defined verticals of Raipur Smart City, i.e. Rising Raipur, Shining Raipur, Badhiya Raipur, Harihar Raipur, Compassionate Raipur, and Digital Raipur. The selected 18 ideas are now working closely with State’s incubation centre 36 Inc, where they are being helped with cloud services, software support, eco system and mentorship. Anand Samaj Library: The 108-year-old heritage building of the Anand Samaj library was renovated and given a modern touch through various facilities. The seating capacity was increased and more books were added in the reading section while preserving the old books in new almirahs. To accumulate more readers, additional rooms were made along with a new parking space in the premises. Installation of Wi-Fi, initiation of e-library, CCTV cameras and air conditioners in the library along with Drone Based Property Survey: The Geographical Information System (GIS) based aerial mapping work has been estimated at Rs 97.08 lakh. RDA PERSPECTIVE Despite all the protests and contradictions, the plans of Chhattisgarh Chief Minister and Minister of Housing and Environment of developing world class infrastructure at Kamal Vihar and Indraprastha were realised. This is a tremendous achievement in a way that experts, administrators and politicians from various countries and different cities of India have studied the development plan. Kamal Vihar is one of the largest city development schemes in the country under which Raipur Municipal Corporation’s five villages are being developed. It is a modern infrastructure being developed by the Raipur Development Authority in 1,600 acres area which has been seen so far only in abroad. Development work in the area is being done by Larsen & Toubro, the country's most renowned construction company. Not only this, due to effective planning and implementation of the scheme, it was awarded with two national awards. First award is “Hudco Design Award 2012-13” on February 22, 2012, at national level in the category of ‘Unnat Nagron ki Abhinay Yojna ki Eco City’ (eco city of the innovative scheme of the new and advanced cities) and second award is "Order of Merit Award", on 23 September, 2015, for public participation in Kamal Vihar Development Scheme, transparent lottery system for plot allocation, computer-based systems for 24X7 water supply, customer relation management, irrigation of gardens through the water from sewage treatment plant and for running the sewage treatment plant from solar energy. 36. SPECIAL ARTICLE NAYA RAIPUR Emerging as Most Well Planned Indian City Naya Raipur is the new upcoming capital city of Chhattisgarh. It came into existence as a modern, yet culturally rich and environmentally sustainable project when the Government felt the need of an entirely Greenfield and planned capital city for this newly formed State, writes Salil Srivastava, Engineer-in-Chief, Naya Raipur Development Authority for Elets News Network (ENN). A connected building, which was earlier a hospital, was turned into mantralaya, an institute was converted in the legislature and the Collector house was converted into Chief Minister’s house. Command Area development Authority was formed for the same which was later renamed as Naya Raipur Development Authority for the development of Naya Raipur. Fortunately, the policy for procurement of land was adopted by willingness of the farmers. The Government decided to pay more than double the rates for the land, as prescribed in the guidelines. As a result, people themselves came up and gave their land. Most of the area was non-arable land. The core area is 80 Sq kms and around 13 villages fall in this area. Site Selection for Naya Raipur Raipur has been a small town with high population density from around 200 kms. People from small towns and villages used to come to Raipur even for the smallest need. Also, with Chhattisgarh being the power, steel, cement and mining hub, Raipur was the only gateway to the nation. It used to be a flourishing trading and industrial hub. For the site selection, a global bid was invited on certain parameters. The present location of Naya Raipur was suggested by eight out of the nine consultants who participated. It was selected on the basis of 26 parameters which is decided on connectivity, availability of water, availability of land with government, type of soil, non- arable land etc. The residential area remained with them and we purchased their farmland. The rates of the land were revised regularly. We have 90 per cent of the area with us now. 37. SPECIAL ARTICLE free and we have excellent support from the local people. The Government has decided an R&R policy where we are skilling people who gave up their land to us. We have also been paying annuity for 15 years and one developed plot was given to each of them. We started building Mantralaya and roads in 2008. In 2012, the Government was shifted from Old Raipur to Naya Raipur and since then the Government is functioning from the new capital city. Naya Raipur Development Authority has also partnered with major real estate players to develop residential colonies. Naya Raipur has four big lakes, the biggest one is 169 acres around which 18 holes golf course is coming up. A 5-star deluxe hotel from the Mayfair Group is also in progress on the outer side of the lake. Naya Raipur Development Authority has created a world-class infrastructure to offer sports facilities and home to an international cricket stadium which is the second largest cricket stadium in India after Eden Gardens. It has a capacity of 50,000 seats and this has earned accolades of sports stars across the globe. there which enables us to know when any ticket is issued. We have also completed 55 KMS of cycle tracks and pedestrian pathways. We want the city to be non- motorised transport friendly. We have given predominance to people moving through pedestrians and cycle tracks. All our buildings are differently-abled friendly, so are toilets, lifts and ramps of all the offices. Naya Raipur has lot of institutes like IIIT, ITM University, Ayush University, Law University etc. IIM, Naya Raipur will be launched soon and land has already been allotted to AIIMS, IIT etc. At present, eight schools are functioning from Naya Raipur and Hill Spring International School is also coming up with IB curriculum in the new capital city. Naya Raipur Development Authority has been focusing on providing an elaborate platform for various institutions to establish their state-of-art campus in the new zone. Naya Raipur Development Authority has completed 100 kms of four-six lane roads with the largest streetlight LED network with Smart and intelligent street lighting control systems. Most important component of technology initiative for the city is citizen interface where citizens can interact with the Urban Local Bodies. To make the city vibrant, Naya Raipur is divided into 40 sectors, wherein 21 sectors are reserved for housing projects purpose, which makes it an attractive destination for major real estate developers to come up with affordable/luxury projects. Out of 40, only 3 sectors are dedicated to government needs and rest sectors is being developed with the private partnership. Naya Raipur has a Sathya Sai Sanjeevani hospital where everything is free and is known worldwide for Pediatric cardiac surgeries. Vedanta, a super specialty hospital as Balco Medical centre has already started. Besides, 10-bedded and 30- bedded hospitals are also functioning in Naya Raipur. Also, 100- bedded hospital is being developed by Delhi’s Saroj group in Naya Raipur. For the approval of building plans, approval of utilities, for any grievance, the citizen need not come to the office. It can be done with the click of a button. We have laid out dedicated optical fibres in the city for the smart governance and a control command centre is also constructed. We’ve decided to develop Naya Raipur as a solar city where all the power need will be met through solar energy. Thus, the operational cost for power will be reduced. We are also moving towards reaching the last mile e-connectivity. Naya Raipur has IT, industrial, institutional, residential areas and the city also has integrated mass transit from day one and elevated BRTS system. We are plying 30 air- conditioned buses within Naya Raipur and between Raipur to Naya Raipur. We have also developed an app through which passenger information system and online tracking of the bus is available. Electronic ticketing facility is Jungle Safari in Naya Raipur is an added attraction. It was inaugurated by Prime Minister of India Narendra Modi on November 1, 2016. Forest department is also developing a botanical garden herein 400 acres. When you try to rise above this materialistic world, arts like music, dance, writing, poetry, become a medium for it. Music and writing are my passion. I am driven to my inner sense through these arts. I enjoy the process of creating music, writing poetry and stories. Music is my love and I feel, think, and enjoy music to the highest level. I find time to follow music after my office hours. How do you manage office, practise music and do concerts? How much time do you devote for them? There are constraints also. I have to practise music daily. Otherwise, I will not be able to sing. I consider this practise as my worship and devote at least two hours to it daily. My voice has refined due to constant practise. As far as possible I do concerts on off days. If it falls on working day I take formal leave for that. How has been this musical journey so far for you? I hail from a small village from erstwhile Sultanpur district now Amethi. I studied in village school till Class 12. There was no pressure on us unlike the pressure which today’s kids face. I have devoted myself to creativity. I have published four books, released four albums and some more projects are in my mind. ALBUMS Rang Pairahan, Intisaab, Roshani Ke Pankh, Rang Ka Dariya. Many singles are also released. Also made Few songs for film and TV serials. BOOKS Dhoop Ka Parcham(Ghazals), Amreeka Meri Jaan(Stories), Kapas Ke Agale Mausam Mein(Poetry) and Khwabon Ki Hansi(Ghazals). Although I don’t have any regular formal training of classical music but I have been learning it from learned local gurus wherever I was posted. And after the use of internet became handy I listened classical Ragas, etc, on YouTube and other websites to learn many things. I have learnt things in piecemeal because of my transferable job but I am exposed now to classical music. If my music finds a place in some film, I would also like to try that out. I am satisfied with my works in the field of music and writings so far. I would love to be known more as a musician and writer in future so just want to keep writing and singing. Any memorable incident you want to share? I did my Ph.D later on while in service from There have been many such incidents where my singing got common audience as well as Bollywood professionals like Kailash Kher, Shreya Ghoshal etc, got surprised when I shared stage with them and sang during my field postings as Collector. People normally don’t expect an IAS officer to be an artist of professional standards. So whenever I sang in public, it was taken with utter surprise. Those were the days when I did not to performed in public. Now it’s an open secret. People at large know that here is an IAS officer whose heart beats for singing. Music was always with me like a good friend. I kept my harmonium with me throughout my student life. I used harmonium when I got bored from my studies. On the other side, over 60% of our population does not have access to basic needs like clean food, water, electricity and basic hygiene. For sustainability, every person, every village, town or city requires clean air, clean water and clean food and if we are able to do….that’s where the smartness starts. The world is trying to reach new frontiers every day in every field and make life easier while making us smart. But at what cost? If we see, we are actually back to basics. “To become and qualify as Smart City, we feel the cities are concentrating on superficial things like first installing street lights and converting them into LED lights and installing CCTV cameras at the road intersections.” Today, we are fighting for our basic requirements: clean air, water, and food. Our basics are highly adulterated, polluted environment. Soon, cities will be fighting for survival for clean air and clean water. Our mission is to provide clean air and clean water. Let’s understand what is the world of waste to energy and what are the technologies which are being used. Broadly, the technologies being used can be classified as: About 12,000 million litres of sewage is generated in the Ganga basin every day, of which 3,000 million litres per day falls into main stem of Ganga every day from class I & II towns. Out of this, 20% is highly toxic and bio-degradable in nature. Let’s look at what is the potential of this waste which is polluting our most holy river (Ganga) if treated and processed with our technology: l 1,50,000 MWh of green power l 8000 mld of mineralised drinking water ( 800 cr litres ) l 3400 mld of fuel ( 34 cr litres ) For Solid Waste: l Bio-chemical conversion of biodegradable MSW which includes composting and biomethanation l Thermal processing of MSW : includes technologies like gasification, pyrolysis, incineration and mass burning The municipal, industrial and medical waste of each city, which are the biggest nightmares today, can become the feeders of the city by producing energy. Our technology and plants produce mineralised drinking water, power and zero carbon fuels in enormous quantities, good enough to make any city self sustainable. For Liquid Waste: l Stp’s or CEPT’s Our technology is based on plasma gasification, which is a new paradigm in Thermal processing and is integrated with our proprietary processes which takes care of both solid and liquid waste of all kinds at the same time. For example, from 30 mptd (metric tonnes per day) of solid waste or 01 mld (million litres per day) of liquid waste, our plants generate 10MWh of power. Mineralised and oxidised drinking water, and zero carbon fuels are produced in enormous quantities. Zero carbon fuel can be given as Green Diesel, or piped into homes as cooking gas or can run the vehicles as CNG. The key features of our technology are: l No segregation of waste l Any level of moisture is acceptable l Calorific value has no meaning l No landfills l Small footprint required for the plant l No emissions l No residue l Power, drinking water and fuels are the outputs l Apart from solid and liquid waste, we process any kind of hazmat, toxic waste, seawater, lake or river water, bio-pharma / medical waste or in simple terms anything which is not fit for human, animal or plant consumption are treated and processed in our plants. What are the challenges the smart cities in India are facing? Fuel can also be given as Jet fuel for the aeroplanes. Our plants do not produce any kind of emissions or flu gases or any kind of residue. So air, soil and ground water do not get polluted. Large quantity of land is required for disposing of solid wastes and inerts which take away precious fertile land. Urban areas in India generate 1,70,000 metric tonnes of MSW every day and that requires 3,40,000 cubic meters of landfill space everyday ( 62 million tonnes disposal every year requires 3,060 acres every year ). All this can easily be saved and converted into Aquaponic food farms which will produce organic foods: fruits, vegetables, herbs throughout the year, without the use of any pesticides or insecticides, thus making the cities true smart cities. Roads properly lit with proper policing, maintaining traffic signals and rules are basic requirements which in past have not been fulfilled. Cities should first clean up their waste, this will help in cleaning air and water and improve the environment followed by laying down and implementing strict rules traffic rules, maintenance of the public areas and properties, strict adherence to government programs for Reduce, Reuse, Recover, Recycle and Remanufacture.
