  • Fiber market is full of promises :

    • Fiber is launched by big players; market is "pre-concentrating"

      • NeufCegetel buys Mediafibre in Pau & Erenis in Paris,

      • Iliad Free buys Citéfibre with its 25 employees and its 3000 km of fiber in Paris sewage network.

    • By March, NeufCegetel controls 13K customers over 90K of homes passed.

    • Orange – Free and NeufCegetel made public their offer.

      • As Free created momentum with DSL

  • ISPs are merging

    • NeufCegetel takes over AOL France and now Club Internet

    • SFR takes over Tele2 ISP activities

    • French ISP market is getting close to an oligopoly : Orange, Free and NeufCegetel.

  • Wifi market is newly developed by … mobile or MVNOs.

    • NeufCegetel bought Ozone, Paris libertarian Wifi operator, to give wings to its Twin offer.

    • SFR and Orange are competing head to head when a muni-project is launched.

  • WiMAX :

    • at least a dozen "departements" are launching tenders

      • when the Region (they belong to) is subleasing its frequencies to its own departements.

      • when the département is willing to get a commitment from WiMAX operators.

    • HDRR (TDF) has opened with Medialys, local broadband operator, its first 10 sites network covering rural areas in Loiret (Centre) in 802.16e.

  • WiMAX at 5,4 GHz is starting

  • There are 13,5 M broadband customers on March 31.

    • The 50% penetration is reached as total homes are 26 M.

    • Upon which 6 M selected another operator than incumbent.

    • unbundling covers 62% of France population.

    • market price is € 30 for 8 Mo, unlimited calls (domestic + 12 major int'l + TV)

  • Municipal and local projects on May 2007

    • There are 40 regional projects

      • Interesting to notice that some below muniprojects are born because of region providing capacity : ex Cherbourg (Manche Numérique) and Guéret Saint Vaury (Dorsal)

    • There are approx. 60 citywide projects with some priority given to "copper".

    • Municipal elections in 2008.

    • Paris 400 hot spots project is emulating the market.

    • Most projects are coming from regional/departement authorities.

      • Manche Numerique www.manchenumerique.fr

        • Set up of the BUS "backbone universel de services" : fiber network and unbundling DSLAM.

        • Wifi coverage for rural areas

      • Smaller projects like www.wificonflent.fr are providing rural broadband.

    • Sagatel fresh but tempered Wifi analysis for Arcep

      • Local operators are the key to develop last mile Wifi.

      • Mesh is good for professional usage

      • Mass market Wifi – driven by mobile ops – will stay a niche.

  • Debitex

    • Two departements of "Paris banlieues" are joining forces to launch a tender that will select a private operator to build and operate a FFTB network. It will pass 6000 companies located in 100 ZA (activities zones), 150 public buildings and all new homes under construction.

    • Tender launch on May 4 as a "delegation de service public". Opening planned for 2009.

  • Gard

    • Departement of Gard, Languedoc region, has launched 2 tenders first to build a Wifi-WiMAX operator (100 rural spots coverage) and second to operate the network.

  • Pays d'Albret

    • Le Pays d'Albret, located in Gascogne and where the Buzet wine is originated, has launched a tender to select a "farmer" to operate & market a WiMAX network to cover its communauté de communes.

  • Market price/look and feel already dictated by DSL players ?

    • NeufCegetel is starting in Paris @ € 29,90 with 50 Mbits symmetrical.

    • Orange "La Fibre" : it will roll-out in 5 major cities end of 2008 and plans 150 K customers. La Fibre will cost 44,90 with 100 Mbits

    • Iliad is also deploying in Paris and

    • Noos – Numericable (NC) , France unique cable player is of course a strong fiber challenger

  • SAC for home passed

    • Average subscriber acquisition costs per home passed are € 1500 to 2000.

    • Orange mentioned from € 807 to 1315 if/when Paris sewage network is used/not used.

  • Any public and/or local initiatives ?

    • Today only Orange and NC are dropping locations for FTTx outside Paris.

    • Arcep is well aware of fiber challenges and may want in due time to support or enforce :

      • Duct or network sharing

      • Unbundling

    • Local authorities can still use our famous law aka 1425-1.

    • Pau Broadband County aka Paullywood was France first munifiber project. Now part of Neuf Cegetel group.

  • Any public and/or local initiatives ?

    • Ministry of Industry is planning a label/brand to promote "logement [household] multimedia" to support fiber set-up in new building or homes.

    • Arcep, Ministry of Industry and the CRIP – Public Initiative Networks Committee are preparing another brand/label aka ZATHD – High Speed Broadband Activity Zones.

      • A nationwide group will define technical specifications and promote the label

      • This label will be given to local and regional areas,

      • Each ZATHD area will be responsible of its project and select by tender a farmer / partner to roll-out and or operate its area network.

    • Arcep and CRIP are also involved in exploring the world of regional civil works and municipal ducts as sharing totally or partially works & ducts is key.

      • Prepare business models if/when a municipality is opening its ducts.

        • Flat fee by linear meters, years, numbers of operators, users, Mbps, etc.

        • A balanced fee depending on the number of fiber zones in a given region.

      • Provide first technical data and information to ease fiber learning curve for municipalities.

      • Analyze French law regarding municipal rights of use. Should I pay a fee or not ?

    • One example, Paris

      • There are 1800 Km of fiber in Paris sewers. Paris wants 10, 000 Km.

      • Paris council and mayor decided to decrease its right of use by 25% plus an extra discount (divided by 15) for the last 400 meters from sewer to buildings.

      • Average price is now € 0,65/lm/year.
