MANAGEMENT OF NATIONAL HIGHWAYS
National Highways Authority of India (NHAI), the autonomous agency of the Government of
India, responsible for the construction and management of the Highway Network in India, is
committed to provide world-class facilities to highway users while travelling on the National
Highways of India. Apart from constructing National Highways at unparallel speed, it’s also
working relentlessly to integrate Information Technology for the efficient management,
construction and operations on these highways. This ambitious IT project of NHAI is set to
improve planning, monitoring, operation and maintenance of the Highways. NHAI’s consistent
and focused efforts are serving to achieve the vision of Honorable Prime Minister Shri Narendra
Modi’s Digital India.
The NHAI has always emphasized on the need for a modern, digitalized road asset management
system for roads. In order to render this world-class service to users, NHAI is incorporating
novel Information Technologies for high-end monitoring and maintenance of Highways.
With the use of satellites and drones, NHAI can monitor the speed and quality of the
construction work on the National Highways. NHAI is also determined to improve the Highway
Operations, for which they created a new Highway Operations Division under the dynamic
leadership of efficient officer Shri Akhilesh Srivastava, CGM (Highway Operations & IT). This
division will especially work to improve the Highway network utilization. NHAI has introduced
the Road Asset Management System (RAMS), which has been designed to facilitate timely
repairs/maintenance of roads. Apart from this, NHAI is also using GAGAN and BHUVAN
satellites to prepare a 360-degree mapping of road assets to facilitate and manage road assets for
future purposes. NHAI has already started the Online Monitoring of Toll Plazas, which is crucial
for proper toll collection and resolving traffic congestion issues. This online monitoring also
helps in studying the traffic patterns at the particular toll plazas.
To develop this huge Highway Network NHAI is giving various contracts of Engineering,
Procurement and Construction (EPC) and Hybrid Annuity Model (HAM), where the close
monitoring of ongoing projects is a necessity. To reduce project delays there is the urgent need
for intensive and online monitoring. This is only possible by real-time live video feeds and
monitoring through Video Wall and Video Conferencing. This hi-tech IT system employed by
the Highway Operations Division enables NHAI to achieve desired levels of efficiency in
planning, operations and maintenance of national highways.
1) NHAI has created a new Highway Operations Division under the dynamic leadership of the
efficient officer Shri Akhilesh Srivastava to provide world-class facilities and great commute
experience to highway users while travelling on National Highways.
2) NHAI is incorporating Novel technologies to improve the Highway operations such as
Planning, Monitoring, and Operations & Maintenance. In order to provide a hassle-free commute
experience hi-tech monitoring of national highways is required and managing operations are
done under the supervision of NHAI’s efficient, and dedicated officer Shri Akhilesh Srivastava.
3) NHAI has been emphasizing on the need for a modern, digitalized road asset management
system for roads. To render world class services to users NHAI is incorporating top-notch IT
technologies for High-end Monitoring and Maintenance of Highways. It is also using satellites
and drones to ensure the speed and quality of the construction of National Highways.

between NHAI HQ and Regional offices for monitoring of construction activities. It helps in
quick decision making during construction activities. It also helps in establishing an efficient
monitoring system which is crucial in looking after the ongoing construction activities.
6) Online monitoring of the maintenance of Roads is crucial in improving the commuters'
experience. Live Video stream of Toll road stretches and critical locations is quintessential in
providing maintenance services to the national highways. This in return increases the quality of
highways and improves commuter experience.
7) Highway operations division of NHAI will focus on all non-commercial Highway
Operational activities for efficient utilization of the resources and provide hassle-free services. It
is headed by NHAI’s efficient and dedicated officer Shri Akhilesh Srivastava.
8) NHAI employed a high tech monitoring system for monitoring a huge road network of
34,000 km which is under implementation through various contracts mostly Engineering,
Procurement and Construction (EPC) and Hybrid Annuity Model (HAM). This online
monitoring of ongoing projects deserves paramount importance because it facilitates in
maintaining quality of the highways and rendering world-class services to commuters.
9) Online Monitoring of Toll Plaza is crucial for proper toll collection and resolving traffic
congestion issues. This online monitoring also helps in studying the traffic patterns at toll plaza.
This data would be subsequently used in resolving the traffic congestion issues around the toll
plazas in future.
10) Online Monitoring of Project Execution is done by leveraging the top-notch technologies
to expedite the construction activities. This monitoring helps NHAI HQ and Regional offices to
take key decisions during construction activities. This online monitoring of project execution
gives the ability to track the progress of construction activities on national highways.
11) NHAI uses many sophisticated systems and latest technologies like PMIS, TIS, Video
Wall, Video Conferencing System, IP based CCTVs, and servers for the real-time activities such
as data sharing/live video streaming/video conferencing and more to track the progress of the
construction activities and monitoring of ongoing activities on national highways of India.
12) The Highway Operation Division of NHAI will be in charge of the Electronic Tolling,
Wayside Amenities, Road Safety & Security, Incident Management–Helpline, Tracking of
Ambulance and Cranes on Highways, Highway Traffic Management System, Highway
Plantation, Road lighting, Wi-Fi and other modern amenities on National Highways. Monitoring
of all these amenities on national highways is vital in delivering the exceptional commute
experience to the highway users.
13) The National Highways have a total length of 72,000 (approx) km to serve as the arterial
network of the country. Although National Highways constitute only about 2% of the road
network, it carries 40% of the total road traffic. Rapid expansion of passenger and freight traffic
makes it imperative to improve the road network in the country. Major initiatives have been
launched to upgrade and strengthen National Highways through the induction of Top notch

MANAGEMENT SYSTEM) has been specially designed to facilitate asset management. NHAI
also uses satellite system to manage the road assets which are under its purview.
15) NHAI stands out in Leveraging technology for Monitoring the Project Execution.
Monitoring the project execution and tracking the progress of construction activities are at the
heart of any construction project and NHAI is committed to it. In order to expedite the decision-
making process, NHAI has come up with a revolutionary project management system to track all
the projects and manage them effectively.
16) NHAI is using high-end technology to monitor 425 Toll Plazas on the National Highways.
Live video streaming will be done from all the toll plazas and HQ will constantly monitor the
construction activities, traffic patterns, issues around toll plazas to resolve them and the
monitoring system also helps in designing the commuter-centric National Highways.
17) NHAI HQ and Project Implementation Units must coordinate on regular basis for
monitoring of construction activities and decision making. NHAI leveraged top-notch
technology to communicate, coordinate while and decision making. These IT-enabled systems
help HQ and Regional Offices to track the progress of the work assigned to Contractors and they
can even see the live feed with detailed Hi-resolution pictures.
18) Online Monitoring System of Toll plazas assists in proper monitoring of toll collection and
helps to study the traffic congestion at toll plazas. One camera per lane on either side of the toll
plaza with recording facility has been installed to monitor and save the data to subsequently
resolve the issues. This system also helps in avoiding traffic congestion at toll plazas.
19) Online Monitoring of project execution is the crucial component in expediting the
construction activities. The coordination between NHAI HQ and Project Implementation Units
for monitoring of construction activities is done through the Hi-tech IT-enabled system. This
system also enables Regional offices/Contractors to share the progress of construction activities
20) Online monitoring of Operation and Maintenance of Roads is done by NHAI to expedite
the maintenance activities on National Highways. All Toll road stretches and critical locations
are monitored continuously to provide a hassle-free commute experience. Maintenance of roads
is no more a tough job due to the adoption Top-notch IT-enabled system.
