3. Challenges for the Education sector Overall Issues: Declining access to the quality education - High drop out rate among girls - Lack of child friendly Learning Environment, especially poor physical infrastructure - Low teaching capacities and motivation - Capacity of the Ministry of Education

4. Overall Analysis of issues Key determents of poor access to the quality education: Low quality of education, in particular: - lack of advanced teaching tools, manuals - weak capacity skills and motivation of teachers and education official - out of date curriculum and innovative approaches

Overall analysis of issues Current Learning Environment is suffering from: - poor infrastructure - lack of clean drinking water, - sanitary and hygiene facilities Management capacity of the Ministry of Education: - present normative and legal base for education management are of date - centralized management within the system/overlapping - inadequate information base of the education system

National Priorities defined within the NSED and PRS for 2006-2015 Strengthening management and planning capacity at the Ministry of Education and regional education body levels for the delivery of quality education services 2. Creation of Education Management Information System (EMIS) in the Ministry of Education to improve government decision-making and policy formulation 3. Improving the physical infrastructure, material and 1 technical basis of education to ensure safe and child-friendly learning environment for the children

7. Project I: Education For All Sub-project I: Education Reform Policy and Strategy Development Objectives: Increase analytical and evaluation capacity of Ministry of Education Support introduction of Global Education Initiative

Project II: Child Friendly Schools Sub-project I: Improved Quality of Education in Priority Districts Objectives: Child �centered education reform in priority districts Enhance existing curriculum through infusion of child-centered approach Improve capacity of the In-service Training Institute staff Enhance knowledge and life skills of girls

Objectives for 2006 access to and completion of basic education , especially for girls increased to 90 % in 5 selected districts by end of 2006 sustainable access to clean drinking water and sanitary facilities and hygiene practices improved to 35 % at 5 selected schools at least by end of 2006 Implementation of the child centred reform within the framework of NSED/EFA is implemented by the Ministry of Education with the support of UNICEF and in-country donor community Ministry of Education MOE has capacity and tools to measure learning achievements in schools and results will be shared by end of 2006

Project II: Child Friendly Schools Sub-project I: Improved Quality of Education in Priority Districts Achievements: Sanitation and hygiene activities initiated in additional 90 schools More than 2,700 children involved in water quality monitoring with H2S Rapid Drinking Water Quality Assessment carried out in 4 regions of Tajikistan Participation of more than 150 children in Trans-boundary River Water management Conference in Dushanbe Participation of two youth representatives at Oxford round table in England Life Skills Based Education for Girls in Isfara Global Education project implementation

Strategic Directions in 2006 for better results Regional Level (CARK): Regional Policy on Education System Reform - CARK Education Forums and thematic group meeting - CARK Ministries of Education addresses girls education� trends and challenges and develops on short and mid term Action Plans National level: National Strategy for Education Development (NSED) Development of FTI CF grant proposal - Policy advocacy at the national level on Girls' Education Coordination on NSED/FTI CF Grant implementation Curriculum Development in the context of NSED - Measurement of learning acheivements /MLA

Strategic Directions in 2006 for better results Sub-national level: In 6 selected districts among 15 priority districts, as agreed in the country program cycle, to implement the program with the focus on: - National consultation at local level on NSED Improve Quality of Education : Hygiene promotion Life skills education, community monitoring and parents' education, better knowledge of children, teachers, local education departments on Child- friendly schools - Improve Access to Education: - Provision of WES facilities in schools Mine Risk and competence skills based education Improving Learning Environment for Children through winterization and provision of essential supplies
