    2. DRIVER OPERATOREVD, AERIAL AND PUMP OPERATIONS You will be expected to review this entire requalification program. You will be expected to acquire a copy of the NFPA 1002, Driver/Operator Standard, 2009 Edition to compare to your NFPA 1002, 2003 Edition. Upon the successful completion of this review you will be expected to register you name for verification according to NCFRC records for those D/O programs for which you are Qualified.

    3. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS Only currently QUALIFIED Driver/Operator EVD, AERIAL, OR PUMP Operations instructors are eligible to complete this on-line requalification. This program is not intended for the Qualification of an EVD, Aerial or Pump instructor for the North Carolina Fire and Rescue Commission.

    4. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS The new Driver Operator EVD, Aerial and Pump Operations programs for the North Carolina Fire and Rescue Commission have had no significant changes since the last revision. The previous D/O program was designed to meet the NFPA 1002, 2003 edition, the new program is designed to meet the 2009 edition of NFPA 1002.

    5. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS The instructional content of the D/O EVD, Aerial and Pump Operations programs have only had very minor changes. One notable change in the NFPA 1002 Standard has been in the terminology change from “certifying to qualifying”. This change should not be confused with NCFRC terminology in reference to “certifying to qualifying”.

    6. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS The verbal content of the JPR’s did not change significantly. Therefore, a line by line comparison should be conducted between the old lesson plans (2003) and the new (2009) Lesson Plans. This procedure will reveal every change within the Lesson Plans and Practical Skills that could possibly have an effect on any of the classes.

    7. DRIVER OPERATOREVD, AERIAL, and PUMP OPERATIONS 2003 EDITION TO 2009 EDITION NFPA 1002 JPR COMPARISON Review a copy of the new NFPA 1002, 2009 edition and perform a comparison with the JPR’s for the NFPA 1002, 2003 edition. The following slides will denote the significant changes in each Chapter, with changes noted in RED.

    8. DRIVER OPERATOREVD, AERIAL, AND PUMP OPERATIONS CHAPTER 1 ADMINISTRATION The changes for Chapter 1 are (in red) : 1.1 Scope.  This standard identifies the minimum job performance requirements for career and volunteer fire fighters and Fire Brigade members who drive and operate fire apparatus.  1.2* Purpose.  The purpose of this standard shall be to ensure that persons meeting the requirements of this standard who drive and operate fire apparatus are qualified.  

    9. CHAPTER 1 ADMINISTRATION Additional changes for Chapter 1 are (in red) : 1.4.14* The driver/operator shall remain current with apparatus technology, driving/operating practices, and applicable laws and standards by attending workshops and seminars, undergoing certification testing, and accessing professional publications.  (THIS JPR WAS ADDED TO THE STANDARD)

    10. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS CHAPTER 2 REFERENCED PUBLICATIONS This Publication was added to the List: NFPA 1081, Standard for Industrial Fire Brigade Member Professional Qualifications, 2007 edition.

    11. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS CHAPTER 2 REFERENCED PUBLICATIONS These Publications were also added to the List: 2.4 References for Extracts in Mandatory Sections.   NFPA 1000, Standard for Fire Service Professional Qualifications Accreditation and Certification Systems, 2006 edition.  NFPA 1031, Standard for Professional Qualifications for Fire Inspector and Plan Examiner, 2009 edition.  NFPA 1710, Standard for the Organization and Deployment of Fire Suppression Operations, Emergency Medical Operations, and Special Operations to the Public by Career Fire Departments, 2004 edition.  NFPA 1901, Standard for Automotive Fire Apparatus, 2009 edition.  NFPA 1906, Standard for Wildland Fire Apparatus, 2006 edition. 

    12. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS CHAPTER 3 DEFINITIONS The definitions in Chapter 3 remained virtually the same. Definitions which referenced other NFPA Standards were updated to reflect current editions.

    13. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS CHAPTER 4 GENERAL REQUIREMENTS The changes in this chapter are the additions of text (in red) to the JPR: 4.2.1* Perform routine tests, inspections, and servicing functions on the systems and components specified in the following list, given a fire department vehicle, its manufacturer’s specifications, and policies and procedures of the jurisdiction, so that the operational status of the vehicle is verified:   (1)      Battery(ies)  (2)      Braking system  (3)      Coolant system  (4)      Electrical system  (5)      Fuel  (6)      Hydraulic fluids  (7)      Oil  (8)      Tires  (9)      Steering system  (10)      Belts  (11)      Tools, appliances, and equipment 

    14. CHAPTER 4 GENERAL REQUIREMENTS Further changes in this chapter are the additions of text (in red) to the JPR: 4.3.6* (A) Requisite Knowledge. The effects on vehicle control of liquid surge, braking reaction time, and load factors; the effects of high center of gravity on roll-over potential, general steering reactions, speed, and centrifugal force; applicable laws and regulations; principles of skid avoidance, night driving, shifting, gear patterns; and automatic braking systems in wet and dry conditions; negotiation of intersections, railroad crossings, and bridges; weight and height limitations for both roads and bridges; identification and operation of automotive gauges; and operational limits. 

    15. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS CHAPTER 5 APPARATUS EQUIPPED WITH FIRE PUMP The changes in this chapter are the additions of text (in red) to the JPR: 5.1* General.  The requirements of Fire Fighter 1 as specified in NFPA 1001 (or the requirements of Advanced Exterior Industrial Fire Brigade Member or Interior Structural Fire Brigade Member as specified in NFPA 1081) and the job performance requirements defined in Sections 5.1 and 5.2 shall be met prior to qualifying as a fire department driver/operator — pumper.  

    16. 5.1.1 Perform the routine tests, inspections, and servicing functions specified in the following list in addition to those in 4.2.1, given a fire department pumper, its manufacturer’s specifications, and policies and procedures of the jurisdiction, so that the operational status of the pumper is verified:        Water tank and other extinguishing agent levels (if applicable)  (2)      Pumping systems  (3)      Foam systems 

    17. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS CHAPTER 6 APPARATUS EQUIPPED WITH AN AERIAL DEVICE The changes in this chapter are the addition of text (in red) to the JPR: 6.1* General.  The requirements of Fire Fighter I as specified in NFPA 1001 (or the requirements of Advanced Exterior Industrial Fire Brigade Member or Interior Structural Fire Brigade Member as specified in NFPA 1081) and the job performance requirements defined in Sections 6.1 and 6.2 shall be met prior to qualifying as a fire department driver/operator — aerial.  

    18. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS CHAPTER 6 APPARATUS EQUIPPED WITH AN AERIAL DEVICE The changes in this chapter are the addition of text (in red) to the JPR:

    19. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS CHAPTER 7 APPARATUS EQUIPPED WITH A TILLER There were no changes in the JPR’s for chapter 7.

    20. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS CHAPTER 8 WILDLAND FIRE APPARATUS The changes in this chapter are the addition of text (in red) to the JPR: 8.1 General.  The job performance requirements defined in Sections 8.1 and 8.2 shall be met prior to qualifying as a driver/operator — wildland fire apparatus. 

    21. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS CHAPTER 8 WILDLAND FIRE APPARATUS The changes in this chapter are the addition of text (in red) to the JPR: 8.1.1 Perform the routine tests, inspections, and servicing functions specified in the following list, in addition to those in 4.2.1, given a wildland fire apparatus, its manufacturer’s specifications, and policies and procedures of the jurisdiction, so that the operational status is verified:   (1)      Water tank and/or other extinguishing agent levels (if applicable)  (2)      Pumping systems  (3)      Foam systems 

    22. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS CHAPTER 9 AIRCRAFT RESCUE AND FIREFIGHTING APPARATUS The changes in this chapter are the addition of text (in red) to the JPR: 9.1* General.  The requirements of Fire Fighter II as specified in NFPA 1001, the requirements of Airport Fire Fighter as specified in NFPA 1003, and the job performance requirements defined in Sections 9.1 and 9.2 shall be met prior to qualifying as a fire department driver/operator — aircraft rescue and fire-fighting (ARFF) apparatus. 

    23. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS CHAPTER 9 AIRCRAFT RESCUE AND FIREFIGHTING APPARATUS The changes in this chapter are the addition of text (in red) to the JPR: 9.1.1 Perform the routine tests, inspections, and servicing functions specified in the following list in addition to those in 4.2.1, given an ARFF vehicle and the manufacturer’s servicing, testing, and inspection criteria, and policies and procedures of the jurisdiction, so that the operational status of the vehicle is verified:   (1)* Agent dispensing systems  (2)* Secondary extinguishing systems  (3)      Vehicle-mounted breathing air systems 

    24. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS CHAPTER 10 MOBILE WATER SUPPLY APPARATUS The changes in this chapter are the addition of text (in red) to the JPR: 10.1 General.  The job performance requirements defined in Sections 10.1 and 10.2 shall be met prior to qualifying as a fire department driver/operator — mobile water supply apparatus. 

    25. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS CHAPTER 10 MOBILE WATER SUPPLY APPARATUS The changes in this chapter are the addition of text (in red) to the JPR: 10.1.1 Perform routine tests, inspections, and servicing functions specified in the following list, in addition to those specified in 4.2.1, given a fire department mobile water supply apparatus, and policies and procedures of the jurisdiction, so that the operational readiness of the mobile water supply apparatus is verified:   (1)      Water tank and other extinguishing agent levels (if applicable)  (2)      Pumping system (if applicable)  (3)      Rapid dump system (if applicable)  (4)      Foam system (if applicable)

    28. Driver OperatorChanges to Lesson Plans “The instructor may incorporate additional material to enhance the program; by no means is the instructor limited to the guidelines presented here. Each instructor is expected to develop their own style of delivery and add to their own program material.” These lesson plans are derived directly from required NFPA JPR’s. They provide instructors with basic, minimum teaching points, and are designed to be customized by you!

    29.     31. Remember.. Incidents involving emergency vehicle operations continue to be a leading factor in annual firefighter fatalities. As a Driver Operator instructor, you are the first line of prevention against such tragedies. Please reinforce the importance of seat belts and safe driving/operating practices in every class!

    34. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS Administratively, all of the current procedures are still the same as before. The hour requirements for all lesson plans are the same with the 2009 edition as they were with the 2003 edition. The Practical Skill Scenarios are the same. The Test Banks have been updated accordingly.

    35. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS As always, review these new lesson plans and overheads prior to the delivery of any of this material. Note any changes and adjust your teaching format accordingly. If you discover any incorrect information, notify the NCFRC at 1-800-634-7854 immediately.

    36. DRIVER OPERATOR EVD, AERIAL, AND PUMP OPERATIONS Thank you for taking the time and effort to Requalify in EVD, Aerial and/or Pump Operations. It is our hope that this web-based program has been more convenient than the traditional classes held in the past. Since there were no significant changes in the content of this program, this was the most efficient way to deliver the Requalification Program.
