  4. 1、我国适航管理的组织机构Organization of Airworthiness Managementof China • 我国的适航管理体系是：“两级政府，三级管理” • The airworthiness management system of China is called “Two level government, three level management”.

  7. 2、中国适航管理组织机构的职责Responsibility of Airworthiness Management of CAAC （1）适航司：全面负责航空器的适航工作。 Aircraft Airworthiness Certification Department：Total Responsibility for Aircraft Airworthiness （2）飞行标准司：负责航空器持续适航工作中的维修工作。 Flight Standards Department：Responsibility for Maintenance in Continuous Airworthiness of Aircraft.

  9. 二、中国民用航空总局对国内的适航管理Airworthiness Management of CAAC for China Civil Aviation Aircraft • 按照我国的适航管理文件体系进行管理。 In accordance with Airworthiness management document system. • 适航工作主要分为适航审定和适航监督两大类工作。 Airworthiness activities include two categories, that is: airworthiness certification and airworthiness supervision .

  11. 1部适航管理规章（CCAR21）,4部航空器适航标准（CCAR23, CCAR25, CCAR27, CCAR29）,3部与发动机有关的适航标准（CCAR33, CCAR34, CCAR35）,1部航空器噪声标准（CCAR36）,1部机载设备规章（CCAR37），1部适航指令规章（CCAR39）,1部国籍登记规章(CCAR45)，1部委任代表和委任单位代表规章（CCAR183）。 1 part of airworthiness management regulation (CCAR21), 4 parts of aircraft airworthiness standards （CCAR23, CCAR25, CCAR27, CCAR29）, 3 parts of airworthiness standards about aircraft engine （CCAR33, CCAR34, CCAR35）, 1 part of aircraft noise standards （CCAR36） 1 part of regulation about material and parts and airborne equipment （CCAR37）, 1 part of airworthiness directive regulation(CCAR39), 1 part of aircraft nationality regulation(CCAR45), 1 part of regulation about representatives of the administrator (CCAR183)

  12. 2、国内的主要适航工作Airworthiness Management for China Civil Aviation Aircraft • 适航工作主要分为适航审定和适航监督两大类工作。 Airworthiness work includes two categories: airworthiness certification and airworthiness supervision . （1）适航审定主要包括型号合格审定和生产许可审定及其他工作。 Airworthiness certification includes Type Certification and Production Certification, and other related work. （2）适航监督主要包括对航空器生产的程序监督工作和对航空器运行的持续监督工作，及其他工作。 Airworthiness supervision includes supervision to aircraft production and operation, and other related work.

  13. 三、对国外航空器的适航管理Airworthiness Management for Importing Civil Aviation Aircraft 1、必须有出口国的适航证件。 There mustbe one ofairworthiness certificates issued by exporting country. 2、如果有双边适航协定，则审定比较简单。 If there is a bilateral airworthiness agreement, airworthiness certification would be simplified.

CAAC will deal with it according to the specific conditions. 4、尽管有双边适航协定，民航总局保留直接对出口产品的生产商的某些项目进行审定的权利。 Although there is a bilateral airworthiness agreement, CAAC will still retain its rights to conduct a certification directly on certain items of the manufacturers who will export products.

  15. 四、对在研型号的适航管理 1、我国现在民机工业正处于繁荣时期 Civil Aviation Industry is in the stage of thriving in China now 2、对ARJ21飞机的适航管理 Airworthiness Management for ARJ21 3、关注和重视ARJ21飞机国外供应商产品的适航问题 We pay special attention on the airworthiness issues of ARJ21 equipment from foreign suppliers.

  16. 五、希望IAQG快速发展，为提高民用飞机的适航水平进一份力We wish a fast development of IAQG, so as to contribute its efforts to heighten our airworthiness level of civil aircraft.
