Experience Sharing Regarding the procurement of Biometric Finger Print Attendance System and CCTV Camera. Date of Visit: December 24 and 25, 2025 Prepared By: Studying TeamDate of Report:January, 2026
1. Introduction • Our bank wants to implement Biometric Finger Print Attendance System and CCTV Camera at its Headquarters building. • Currently, our bank has been in progress to integrate ISMS Implementation and Certification of ISO 27001:2022 & ISO 9001:2015. In relation to this, having CCTV camera is also the requirement to full fill in order to get ISO certificate. • Use of CCTV for bank: crime deterrence, evidence collection, and real-time monitoring, covering areas like vaults, ATMs.
2. Background • On December 23, 2025, the Adhoc committee conducted meeting and decided to take experience from selected senior and peer banks regarding the issues raised above. • 3. Objectives of the Visit for Biometric Finger Print Attendance System • Understanding Best Practices. • Assess the performance of the biometric system in action • Explore how the biometric system integrates with existing HR practices and software, such as payroll. • Analyze how the implementation of the biometric system impacted operational efficiency and costs, including any return on investment (ROI).
4. Objectives of the Visit for CCTV Camera • Understanding Installation Best Practices. • Assess the performance of the CCTV systems in real-time operations. • Assessing Integration with Security Operations.
4. Methodology The investigation included: • Direct observation of the installed CCTV Camera and Attendance System. • Interviews with staff (technical staff), including supervisors and operators.
5. Findings 5.1 Siket Bank S.C • The bank has a fully functional and well-structured CCTV camera system installed in all its headquarters building. • The bank has also installed an attendance system called Odoo, supplied by an Indian vendors.
Regarding Attendance System: • The system is installed on employees’ PCs and is operated using check-in and check-out functions. • The system incorporates an internal recruitment module. • However, the attendance system is not fully functional and is still in the testing phase. • Currently, a manual system is being used. • Sometimes, the system experiences interruptions.
Regarding CCTV Camera: • The system is deployed by Kenera International PLC • It is fully functioned and installed on floors of. the building
5.2 Awash Bank S.C Regarding Attendance System: • The bank uses an in-house attendance management system. • The system captures images and reads barcodes from employees’ ID cards. • It is not integrated with payroll; instead, monthly reports are printed and distributed to relevant departments. • However, the system is not fully functional and is occasionally interrupted.
Regarding CCTV Camera: • The system was deployed by Prime IT Solutions Company. • It is fully functional and installed on all floors of the building.
5.3 Oromia Bank S.C Regarding Attendance System: • The bank used ERP system, incorporates HR, Finance and Procurement activities • The previously installed existed Finger print attendance system was dismantled • The system is not integrated to Payroll, instead print the report monthly and send to concerned departments • However, the attendance system is not fully functioned and on testing phase.
Regarding CCTV Camera: • The system is deployed by IT Prime Solutions Company. • It is fully functioned and installed on all floors of the building and outside/external of the building. • Interviews revealed a mixed understanding of safety protocols among workers.
5.4 Cooperative Bank of Oromia Regarding Attendance System: • The bank used ERP system, not fully implemented. That means it’s under testing. • The system includes employee leave management, procurement and some other functions. • It is not integrated with payroll.
Regarding CCTV Camera: • The Bank has well-structured CCTV Camera. • It is fully functioned and installed on all floors of the building and outside/external of the building.
