2. 2010 CENSUS: A SNAPSHOT • What:A count of everyone in the United States as of April 1, 2010. • Who: Everyone in the United States must be counted – both citizens and non-citizens. • Why: The U.S. Constitution requires a national census once every 10 years, which determines apportionment in the US House of Representatives and directly affects redistricting at the federal, state and local levels. • The 2010 Census will determine the annual distribution of more than $400 billion in federal funding.

The 2010 Census Integrated Communications Campaign, including Partnership, Census in Schools, Interactive Communications, Public Relations and Paid Media. • Paid media delivered in 28 languages; language guides available in 59 languages; questionnaire available in six languages; first time for bilingual (English/Spanish) questionnaire mailing to predominately Spanish-speaking neighborhoods • The NJ Partnership Program featured 2,260 partners and 150 Complete Count Committees that helped us reach our Hard-to-Count populations. 2010 censussuccesses and best practices

5. In 2010, the return rate in the nation and New Jersey was 72%. In New Jersey, this reflects a 1% drop in comparison to the 2000 rate. Non Response Follow Up (NRFU) is one of the final operations conducted by the Census Bureau to account for every person who lives in the United States as of April 1, 2010. NRFU began May 1st , 2010 and will continue through July 10, 2010. The Census Bureau will identify addresses that did not return a questionnaire. Census Representatives will then visit each address to conduct a follow up interview. NRFU operations are managed through Local Census Offices. What is Non Response Follow Up

ENUMERATORS/CENSUS TAKERS • There are approximately 11,000 enumerators in the State of New Jersey, reporting to either New York or Philadelphia Local Census Offices • Enumerators undergo training and complete background check, including an initial FBI name check, and new to the 2010 Census, a fingerprint check. • All Census Takers wear census identification badges. Copies of sample identification badges have been provided to local law officials. • All Census Bureau employees are sworn for life to protect the confidentiality of the data. The penalty for unlawful disclosure is a fine of up to $250,000 or imprisonment of up to five years, or both.

7. ENUMERATORS/CENSUS TAKERS (CON’T) • If no one is home when a visit is made, the Census Representative will leave a bilingual (English/Spanish) NOTICE of VISIT to let you know they were there and a phone number where you can reschedule an interview with a Census Representative. Representatives will attempt to contact a household up to six times, three times in person, and up to three times by phone. • Census takers are people from the community, hired by the Census Bureau, to go door-to-door and collect census information from residents that have not sent back their 2010 Census forms.  The message is to cooperate with the census takers to ensure an accurate count of each individual community.

8. OPEN YOUR DOOR CAMPAIGN • Messaging has changed from Mail it Back to Open Your Door to Census Takers. Advertising directed to promote this messaging was scheduled to run through June 15, 2010. Non response follow up will end on or about July 10, 2010. • A number of online materials have been made available on the multimedia page of our website, www.2010census.gov, encouraging residents to become familiar with the NRFU process, how to recognize a Census Taker, etc. • There will be smaller door-to-door operations throughout the remainder of the summer.

11. REMAINING OPERATIONSVACANT/DELETE CHECKJULY 17 TO AUGUST 18 • Independent follow-up of selected addresses that are classified as vacant or deleted during NRFU, as well as cases added since NRFU list created. • Start may vary by LCO, beginning earlier depending on NRFU completion dates. • Workload includes cases identified as vacant/delete by enumerator, blank/inadequate mail backs, new construction addresses, Update Leave adds, and LUCA appeals. • Conducted by existing NRFU staff (no new hires)

12. Effort to physically verify the existence of addresses added through external sources (e.g., respondents, Be Counted forms, etc.) • Verify potential duplicate addresses. • Listers travel to specific census blocks, identify whether address exists, doesn’t exist, or is a duplicate. 13. A nationwide sample survey designed to determine the number of people and housing units missed or counted more than once in the Census. • Results will be used to evaluate the final 2010 Census count. • Interviewers contact selected housing units in CCM block clusters and ask questions to determine who lives there at the time of the • interview, who lived there on Census Day, where else they could have been counted on Census Day, and whether anyone else lived at that address on Census Day who does not live there now. • CCM staff, materials, and procedures must be completely separate from Census staff, materials, and procedures.
