Pipeline Construction UpdateAlternative Water Supply • Agreement between Barksdale, Washburn, and DuPont signed on January 28th • DuPont will build the system • Washburn will operate and maintain the line. • Ordinance adopting agreement was passed by Washburn on March 8th • All eligible homeowners have signed up for water Former DuPont Barksdale Works Project Update

Construction PermitsAlternative Water Supply • All permits currently received with the exception of Bayfield County Zoning (permit approved, needs signature) • Washburn follow-up to City Council approval of Water Agreement • Letter officially documents City of Washburn’s acceptance of the Barksdale Water Pipeline design. • Four votes for approval • 2 abstained (new council members) • 1 opposed (new council member) Former DuPont Barksdale Works Project Update

Pipeline Construction UpdateAlternative Water Supply • Pipeline design is at 99% • Comments from permitting agencies, Washburn, and bidders have been incorporated • Need feedback from a few individual homeowners for curb stop and lateral line routing • Bid meeting held on May 18th • Super Excavators • Reuben Johnson and Sons • Summit Environmental • S. J. Lewis • S. R. Weidema • Bidding occurred in June – selected contractor is Rueben Johnson and Sons, Inc. (official contract immanent) Former DuPont Barksdale Works Project Update

Pipeline Construction UpdateAlternative Water Supply • Construction start anticipated for July 26th pending finalization of contract with Reuben Johnson and Sons, Inc. • Construction completion targeted for end of calendar year 2004, assuming: • No regulatory delays • Outstanding contractor performance (construction and safety) • Favorable weather Former DuPont Barksdale Works Project Update

Residential Monitoring • April 2004 sampling results (10 potable wells) will be transmitted to WDNR shortly • Preliminary results indicate no detections of site-related compounds • Annual change-out of carbon cylinders was completed in March/April 2004 • Two seasonal homes completed in June • Next sampling event will be conducted in late summer (approximately 82 homes starting on August 23rd) Former DuPont Barksdale Works Project Update

Site Investigation • Trenching and further sampling in production areas started May 24th and completed July 9, 2004. • 33 trenches excavated • 300 pounds of TNT recovered for off-site disposal • Used robotic equipment • Focus was within the former manufacturing area • 10 new monitoring wells will be installed in the summer • Additional groundwater sampling to be conducted in late summer/early fall Former DuPont Barksdale Works Project Update

Home Value Protection Program • 30700 Nolander - sold on April 21st • 72450 Highway 13 – sold on June 10th • 72410 Highway 13 – purchased on June 29th • Home is in poor condition • Structural and moisture issues exist • Interior mold issues exist • DuPont is strongly considering removal of the structure • Program will remain in effect until six months after alternative water is available Former DuPont Barksdale Works Project Update
