    A system to evaluate the quality, safety and environmental performance of logistic service providers in a uniform manner by single standardised assessments carried out by independent inspectors

    Central management to ensure the integrity of the SQAS system is based on 3 pillars : - Accreditation of assessors - Electronic Database of reports - Service Group Control on quality of the assessors through training, accreditation scheme, and quality monitoring. Better accessibility and transparency of the assessment results through electronic database. SQAS Service Group : Provides financial resources to ensure sustainable operation. Pillars of SQAS

    SQAS Freight Integrator Implementation PHASE-I : Separate database from ROAD, but using ROAD questionnaire. Already operational (since end-Feb04) PHASE-II : Specific module adopted to specific logistics companies, with emphasis on controls over sub-contracting. Workgroup Planned 1Q-2005 with participation of FI’s. Transport company will have access to reports of subcontractors, but assessed subcontractor owns report and defines the access.     - Chemical Companies define their expectations and communicate these to their partner transport companies. Transport Companies, as the contracting parties, analyse the assessment reports, and give feedback to the cleaning stations on the improvements to be made. Cleaning Stations select accredited assessor, pay the assessment and implement the improvement actions.

    SQAS RAIL SQAS RAIL was launched in 2000 (UIC/Cefic) Redrafted Questionnaire implemented in 2003. Electronic version enabling automated analysis and communication of the report. 20 assessments done in North-West Europe, at the traditional national and at private railway carriers. International Steering Group established to manage further improvements of the SQAS Rail Scheme and to support expansion. (South, Central, East and Northern Europe) User platforms to drive and manage the improvement programmes based on findings, are operational in B, NL, F, D and CH.

    Please, do make use of the system, to fully benefit from this risk management tool. Your company pays for it ! Please give us feedback, in order to further improve the system, and especially to increase the quality of the auditors. Particularly, when you see an inconcistency between the assessment scoring and your own experience/knowledge about the service provider. Witness audits occasionally, if you can, as observer. This may be the starting point of your dialogue with your service partner towards an improvement action plan.

    Objective : Integrate new elements (Security, BBS, Subcontracting) Include “state of the art” developments in Transport (increased standards, eg mirrors). Shorten the questionnaire where justified, by eliminating redundancy. Improve clarity (sometimes guidelines did not sufficiently express/describe expected standard) Revamp done by to T&A (Technical & Accreditation Committee) with representatives from Chemical+Transport Industry and assessors New Questionnaire and Guidelines posted for your preparations. (Translations in progress) Retraining of assessors (accreditation renewal) : 17+18 Nov 2004 Start-up 1 January 2005.

    SQAS Packaged Warehousing Workgroup has prepared draft questionnaire Pilot audits have been done at Vopak and Katoen Natie In progress : will be issued for manual use before year-end Electronic Database Project planned 2005. SQAS RTC (Rail Tank Car) Maintenance Workshop RTC’s returning from workshop in unsafe conditions Concerns raised about safety in workshops. Questionnaire in progress Pilot audit at Lormafer - End November 2004 Excel reports will be posted on website.

    SQAS addresses Logistics Service Providers, who render transportation services to the Chemical Companies. ESAD addresses Chemical Distributors, who are the customers of the Chemical Companies (= Producers).

    Q+G with four sections (ESAD-1 revised by Technical team of distributors/producers) Distributor Standard Activities (Di) : (8 guiding principles of RC) Site Assessment (S) Chlorinated Solvents (Cs) Food, Cosmetic or/and Pharma (F) Translation of full package planned in FRE, GER, ITA and SPA. All documents will be posted on Website, for downloading by distributors and producers (assessment preparation).
