Mandate ISO/TMB Resolution 3/2004 invites the chairmen of ISO TC 207 Environmental management, ISO TC176 Quality management and quality assurance and ISO CASCO to establish a group to develop a joint vision to ensure that future revisions of ISO 14001 and ISO 9001 have common elements, described by common text and terminology ISO/TC 176/SC 2 & ISO/TC 207/SC 1, JTG N 26, 2005-09-14

  4. Mandate The task of developing the joint vision was later delegated to the Joint Task Group on Coordination between ISO TC207/SC1 and ISO TC176/SC2 (JTG) following a meeting of the ISO TC 207 and ISO TC 176 Joint Coordination Group (JCG) ISO/TC 176/SC 2 & ISO/TC 207/SC 1, JTG N 26, 2005-09-14

Brainstormed - issues for JTG work - issues for Joint Vision Examined the results of previous JTG liaison activity, including proposals for different structural models Looked at continuity with current standards Proposed – Joint Vision (“Identical” emphasis) - a systems based high level structure Reviewed Member Body reaction to Joint Vision Edited Joint Vision statement ISO/TC 176/SC 2 & ISO/TC 207/SC 1, JTG N 26, 2005-09-14

Edited Joint Vision Statement The future revisions of ISO 14001 and ISO 9001 will be aligned and will seek to enhance further the current levels of compatibility between the two standards, through the promotion of identical;Clause titlesSequence of clause titlesText, and Definitions that are permitted to diverge only where necessitated by specific differences in managing environment or quality. Member Body Responses JTG Analysis of Member Body responses The questionnaire returns show a clear majority support for both the Joint Vision Statement and the outline high level structure; Nevertheless a number of Member Body comments did express certain concerns ISO/TC 176/SC 2 & ISO/TC 207/SC 1, JTG N 26, 2005-09-14

Identified Key Concern 1. “The change to a new structure may involve additional costs to current users and may result in little added value” JTG Response: JTG to conduct a survey (see also Q2) which will address this issue, among others The changes may be beneficial to new and existing users The adoption of new concepts may offset the cost of change for existing users ISO/TC 176/SC 2 & ISO/TC 207/SC 1, JTG N 26, 2005-09-14

Identified Key Concern 2. “A survey of the market need for this work is necessary before any detailed work is carried out” JTG Response: JTG will be undertaking a number of initiatives to establish user and market needs, in parallel with ongoing JTG activities ISO/TC 176/SC 2 & ISO/TC 207/SC 1, JTG N 26, 2005-09-14

Identified Key Concern 3. “There are fundamental differences in concepts relating to the effective management of environment and quality and they could be lost during this work” JTG Response: The JTG will identify such issues, and will refer them to the respective SCs during the development of the “Design Specifications” and the revisions to the standards ISO/TC 176/SC 2 & ISO/TC 207/SC 1, JTG N 26, 2005-09-14

  18. Identified Key Concern 4. “ISO 9001 and ISO 14001 should be retained as individual management system standards. JTG Response: We agree, and are working towards this objective ! ISO/TC 176/SC 2 & ISO/TC 207/SC 1, JTG N 26, 2005-09-14

Identified Key Concern 5. “Detailed plans will be needed that will identify how the JTG will communicate and co-ordinate the drafting of the aligned versions of the standards” JTG Response:A communication programme is being developed Co-ordination issues are being examined for inclusion as a sub-component of the Implementation Plan. The Future • Seek approval from the TCs / SCs for the Joint Vision • Identifying user/market needs • Forward the approved Joint Vision to the TCs for • inclusion in the TCs response to TMB 3/2004 • Draft “Design Specification for Common • Elements”, including: • Consideration of the existing standards • Identifying new management system needs for the standards in 2012 • Seeking approval for a new structure applicable to both stds. • Activation of the Implementation Plan • Continuation of the communications programme ISO/TC 176/SC 2 & ISO/TC 207/SC 1, JTG N 26, 2005-09-14
