  11. [簡単な概要] • 主体：政府 • いつ：新興産業の黎明期 • 政策内容（どのように）：規制緩和で雇用の流動性を高め、雇用の給料として払っていたコストを新規事業開拓の費用に回し、衰退産業で業務や経営の危うい企業をピックアップして勧告する。それを受け入れた企業は、その補助として新規事業のプランニングやコンサルティングを支えたり助成金を与える。
