Environmental Safety Case • Background: • 2002 ESC not accepted by EA • 2006 Authorisation only allows storage once Vault 8 full • Revised ESC required by EA 1st May 2011 • EA unhappy with progress • Progress: • ESC work programme completely replanned Summer 2008 • New project manager and team in place • Liaising closely with EA to ensure 2011 ESC will meet their requirements • Recent interim submissions to EA have been accepted as meeting their requirements

UK LLW Policy – The need for change • In March 2007 the UK government published a new policy for the Management of Solid Radioactive Low Level Waste (LLW). • Recognising that the previous policy published in 1995, known as Command 2919 (Cm2919), was not written with the NDA’s large-scale decommissioning programme in mind, the new policy introduced a more flexible and fit-for-purpose approach for LLW management centred around the application of the waste hierarchy. • The policy requires the NDA to publish a UK LLW Strategy and Management Plan for integrated LLW management throughout the UK 8

  12. Strategic Review Conclusions • Consignor’s LTP 2008 includes funding for implementing the hierarchy. • LLWR Ltd. LTP 2008 is based on “immediate” and “maximum” implementation of the hierarchy by all consignors. • Not all consignors have planned for “immediate” and “maximum” implementation. • The Business Case will support the process of determining the optimal level of implementation.
