  3. Systems O&M • Availability • IAFIS – 99% • NCIC - 99.65% • NICS - 99.21% • IAFIS Electronic Turnaround Times • Criminal - 90% within two hours • Civil – 97.5% within 24 hours

UCR Automation • Evaluating new strategy and approach to complete with new FBI team • Possible national indices and information sharing system using incident based data (N-Dex) • Strategic planning stage with stakeholders • R. Hawley chairman of Project Development Council • Funding is a major issue • Has never received budgetary support • Has been funded with available user fee surcharge

  10. NCIC • 1.3B transactions in FY 03 • All-time high of more than 4.7M in one day on 12/23/03 • Average response time <.15 seconds • 51 states & territories have upgraded communications protocol • 42 states are using CJIS WAN • Will soon no longer be able to support BiSync & SNA customers

  11. Convicted Sexual Offender Registry • 50 states, Guam, Puerto Rico, US Virgin Islands, and District of Columbia • 324K entries Up from 304K at Sacramento • Legislative deadline for participation was November 2002 • Non-participants: Northern Mariana Islands and American Samoa

Homeland Security • USA Patriot Act • S 403 re NCIC extracts to DoS and INS • Delivered to DoS 5/31/02 & updated regularly (~7M) • S 405 re report on use of IAFIS for POEs and consulates • DoS piloting live scan in Mexico City & Ciudad Juarez • S 414 re visa integrity • S 1008 re report on feasibility of using biometrics connected to IAFIS at consulates and POEs • S 1012 re HAZMAT licenses • Rule issued 5/5/03 by TSA • New rule 10/03 delaying implementation
