  2. Background In 1996, the South Carolina Legislature passed the Charter Schools Act, thereby providing citizens the opportunity to apply to operate a public school. The focus of charter schools is to provide quality educational choices for parents and students.

  3. Purpose of Charter Schools The Charter School Act is enacted to: • improve student learning • increase learning opportunities for students • encourage the use of a variety of productive teaching methods • establish new forms of accountability for schools • create new professional opportunities for teachers, including the opportunity to be responsible for the learning program at the school site • assist South Carolina in reaching academic excellence • create new, innovative, and more flexible ways of educating children within the public school system, with the goal of closing achievement gaps between low performing student groups and high performing student groups.

  4. What is a charter school? A charter school is a: • a public • nonreligious • nonhome-based • nonprofit corporation forming a school • operates by sponsorship of a public school district, the South Carolina Public Charter School District, or a public or independent institution of higher learning • is accountable to the board of trustees, or in the case of technical colleges, the area commission, of the sponsor which grants its charter

  5. 2014 Application • The 2014 application outlines the necessary components to propose, receive approval for, and implement a high quality charter school. • 2014 Application can be found at: http://ed.sc.gov/agency/se/School-Transformation/Charter-Special-Focus/ • All charter school applications must comply fully with the South Carolina Charter Schools Act, S.C. Code Ann. § 59-40-10 et seq., and the Procedures and Standards for Review of Charter School Applications, S.C. Code Ann. Regs.43-601 (2013)

Eligible Applicants • Any individual or group who desires to form a charter school and files the necessary application for review by : South Carolina Charter School Advisory Committee (CSAC) AND The sponsor: local school district, the South Carolina Public Charter School District (SCPCSD), or a public or independent institution of higher learning* • The applicant must also be the same entity that is registered as a nonprofit corporation with the South Carolina Secretary of State to organize the charter school. *Only public or independent institutions of higher learning that have registered with the SCDE may serve as a charter school sponsor.

  8. 2014 Application Deadlines and Submission Procedures • Completed application packet by noon, Tuesday, July 1, 2014, for charter schools that plan to open for the 2015–16 school year. • Applications received after the deadlinewill notbe considered for a 2015–16 opening. • Applicants may not amend applications after submission.

  9. 2014 Application Deadlines and Submission Procedures • Prior to submitting the application, the applicant must submit one (1) copy of the application to the superintendent of the sponsoring district in which the charter school is proposed. • Verify with sponsor whether this submission should be an electronic or paper copy. • The applicant must include evidence of this copy submission to the sponsor with their complete application packet. • Acceptable evidence includes a return receipt from the postal service or written documentation from the potential sponsor confirming receipt of delivery.

  10. 2014 Application Review Process • Only applications that are complete and follow the guidelines will be considered. • Applications must present information in the order specified to be deemed complete; applications that are not complete and that do not present information in the order specified in these guidelines will not be reviewed. • Applications will notbe returned- Keep a complete copy for your records. • The SCDE will retain one copy of each application for archival purposes. After the CSAC review is complete, additional copies will be shredded and recycled.
