The Register • Approved Driving Instructors (ADIs) are officially approved on behalf of the Secretary of State • This status demands the highest standards • Teaching people to drive is a responsible and demanding task – it should only be entrusted to those with a keen regard for road safety • ADI’s are expected to have standards of driving and behaviour above that of the ordinary motorist

  5. The Register The conditions for entry extend beyond instructional ability alone and require that the applicant is a fit and proper person Account is taken of a person’s character, behaviour and standard of conduct

  6. The Registrar role • Uphold the integrity of the Register • Public confidence • Industry confidence 6

My priorities Ensure that the right people, with the right motivations enter the profession Ensure that evidence is provided to support applications for further trainee licence Ensure that any notified convictions are followed up Robust stance on continued cancellation or failure to attend for check test – and evidence to support cancellation

  8. Revised Code of Practice This is about professional standards and business ethics Shows an ADI’s commitment to providing a professional service to their client: personal conduct, business dealings and complaints handling

  9. National Standards Standards published for drivers and their trainers skills, knowledge and understanding needed by drivers and riders to be safe, responsible and respectful road users what instructors need to know, or be able to do, to deliver effective training 9

  10. Enhance the current check test • Improved assessment by observing a live lesson • End role play • Better alignment to the Standards • Encourage ADIs to self-reflect on their competence against the Standards • Improved feedback for ADIs

  11. Introduction of the new standards check in April 2014 Focus on lesson planning, risk management and ability to teach Competency based assessment Reviewing ADI grading structure and descriptors

  12. Booking of the standards check Introduce an online booking facility? Charge a separate fee for each standards check?

  13. A modern qualification process • Better alignment to the Standards • Optimise the learning experience • Improve completion rates • Provide a recognisable/transferable qualification

  14. Qualification options Introduce a vocational qualification (including reform of the trainee licence) Enhance DSA route (including reform of the trainee licence) Reform of the trainee licence only

  15. Option 1 – Introduce a vocational qualification (VQ) Would replace the current qualifying tests Delivered only by accredited centres 2 parts – driving ability & driving instruction Transferable credits for each part
