The effective measures taken by Chinese government • The national emergency management system has already been founded. • It means relevant public sectors and organizations, under the unified leadership of the state, will respond to public emergencies in accordance with the comprehensive coordination, category management, and territorial management based principle. • In this emergency response system, the highest administration institute is the states council, and a command organization will be organized to carry out emergency management task when public emergency occurs.

  8. II. The effective measures taken by Chinese government • China has already developed the Public Emergency Response Law. • More than 60 related laws and regulations were authorized. Emergency Management legal system has been basically established in China

The effective measures taken by Chinese government A large amount of supporting resource has been put into the construction of emergency response capability in China. • Recent years, the central government invested a total of tens of billions of funds, focusing on a reserve of emergency supplies and emergency teams and equipment construction. • Monitoring and early warning capabilities for various types of public emergencies continue to improve, and the ability of post-disaster recovery and reconstruction has significantly improved.

During emergency management stage, problems often caused by fragmented and scattered layout of the emergency science communication resources.

In 2015, 7 comprehensive emergency science communication resource centers( cover seven regions) will be established around the country, 50 specific and professional emergency science communication resource center ( cover capitals and major cities) will be constructed and 1000 grass-root emergency science communication service stations will be set.

By 2015, 50 Emergency science communication resources and equipment specialization, standardization the Emergency science teams will be built up, which can cover all of the provincial capital cities and larger cities.

Discussions • Six, Emergency science communication talent training and cultivation deserve more concern from decision-makers. • We need cultivate a high level of professional and part of high-quality emergency science communication professional team via all sorts of education patterns, which may include school education, on-the-job training, and further education at abroad, as well as international exchange and practice. • Besides the full-time science communication professionals, we need also create a multi-level, wide-ranging, multi-type talent team of emergency science communication volunteers.

It has two aspects: • Strengthening Emergency science communication basic theory research , to provide theoretical and intellectual support for capacity building for emergency science communication . • Strengthening emergency science communication research on policy and regulations, to provide theoretical support for the development and standardization work of the Emergency science communication plan.
