OBJECTIVES OF THE ASSESSMENT • Assessment of the labor market demand, • Skills/professions sought by employers, • What employee recruitment and retention issues are facing employers, • Review of existing operating structures • Identification of new & alternative resources needed to better address labor market demand

Key findings • 363 employment vacancies within the next 12 months. • 7.7% in sales, 3.0% services in the accommodation and restaurant sector and 8.3% are general labour positions. • 54.5% of respondents do not find it difficult to attract employees in certain occupations, while 45.5% do have difficulties. • 76.6% in Wholesale & Retail sector, 57.1% in Construction, and Agriculture and Services sectors indicate that they do not have difficulties attracting employees in certain occupations. • 73.9% of respondents that have difficulties say it is because of the shortage of experienced workers. • 37%) consider the out-migration as an important issue in finding or retaining employees.

Important factors influencing employment in theNorth • Very slow rate of economic development of the region • Structural changes – a direct consequence of transition • Very slow development of the private sector in the urban areas • Few economic relations with the neighbour regions • Absence of connecting road infrastructure • Absence of specific measures for local business development

  7. RECRUITMENT CHALLENGES • Lack of Skilled and/or Experienced Workers • Economic Volatility • Lack of Work Ethic/Discipline • Lack of Adequate Training • Lack of Local Training Facilities or Programs • Emigration • Lack of confidence in the Labour Offices

  8. General Recommendations • Change the Attitudes and Economic Climate • Partnerships with Government • Partnerships with Educational Institutions • Positive Promotion of Undervalued Vocations • Create a Promotional Package for the Tourism in the Zone • Required Changes in Hiring Practices

  9. Specific Recommendations • Increase Awareness of the Labour Offices • Disseminate Human Resources-Related Information • Develop a Human Resources Tool Kit for Employers • Promote Success Stories
