Public Investment Verification Unit (UVER) • The Unit reports directly to the Head of Department • Staffed by thirty professionals with the following • main qualifications and group of support staff and external consultants • 9 engineers/architects • 8 lawyers • 6 economists • 5 statisticians • 2 officers seconded from the • Economic and Financial Police (GdF) • Activity is organised through 3 operational areas

Public Investment Verification Unit (UVER) Area1 Project Verification • Controls are performed during implementation of projects in order to: • Provide relevant information to decision makers • Provide support and technical assistance to project managers • Denounce irregular behaviours carried out by implementing administrations/bodies (Italian Court of Auditors; OLAF). • By means of: • Audit activities • On-site controls • Desk monitoring

Public Investment Verification Unit (UVER) Area1 Project Verification: Verification activities are: • Project oriented • Process oriented On projects funded by: • National additional resources • EU Funds • The Unit has been indicated as Audit Authority in 4 • operational programmes for the 2007-2013 period • Funds for major infrastructures • (“Legge Obiettivo”)

Public Investment Verification Unit (UVER) Area2 Monitoring and Statistics Integrates information collected by the major national monitoring systems, acting as informational keystone for DPS and other administrations. Builds models for analyses and forecasts on public investments, supporting the policy-maker on investment decisions and resource planning.

What is this road/building/plant for? Is it producing the service for which it was financed? Was it worth to spend our money for it?

Public Investment Verification Unit (UVER) Area3 Effectiveness Evaluation General Goals Disseminate evaluation culture (ex ante /ex post) Foster good governance of projects (transparency, accountability, involvement of key stakeholder at all stages) Create a public interest by disseminating evaluation results Provide guidelines for decision making by selecting best practices and quantitative indicators to be used to measure the main results
