  4. AIMS To design a standard model for the regional development of sustainable and renewable energy based on biomass resources. METHODOLOGY Each partner carries out several studies on which the standard regional model will be based. This model will be usable in other regions in Europe. The input from this model will be integrated into ready-to-implement Biomass Energy Plans (BMEPs) per region. The BMEPs will consist of the output from the studies. Special attention will be paid to the actual implementation, the project legacy on the regional and national level and the (continuous) involvement of stakeholders.

Boxtel - Survey of potential and necessary maximum biomass energy production capacity at regional scale • Results of inventory of the present available and potential biomass quantities within the territory of seven municipalities: • 5.4 kilotons dry wood collected at the municipal yards (short term) • 5 kilotons dry wood biomass from municipalities (mid term) • 6.8 kilotons dry wood biomass from current landscaping and forested area. (mid term) • Expanding the forested area and amount of landscaping can (theoretically) add about 9 kilotons dry wood biomass. (long term) • Challenges: • Commercial exploitation of Willows on farmland for energy purposes is not yet profitable at the current biomass prices. (further research will be carried out) • At present there is no biomass harvested in forests for renewable energy production. A system (technical/logistics) has to be developed to make this possible and profitable. (further research will be carried out)

Stockholm – large scale use of biomass Stockholm county has a large and integrated district heating/cooling system 60% biomass, 20% heat pumps, 20% fossil 13.5 TWh heat, 0.5 TWh cooling, 3 TWh electr. Varied fuels from a global market Just-in-time logistics for today’s 1 million m3 waste and 6 million m3 biomass Future need (2020): Up to 15 million m3 biomass due to replacement of remaining fossil fuels and decreased fuel quality of biomass (mainly wood residues)

  8. Province of Cádiz • Resource Evaluation • Agricultural and livestock sector in the region “Sierra de Cádiz”. The most important crops in the region in terms of residual biomass production, are wheat, followed by sunflower, beets and olives. The study has estimated a potential annual energy of 87.399,32 toe from agricultural waste products. The management of this biomass is limited to its crushing and abandonment of farmland. Livestock is another major economic activities in the region, however, due to the physical characteristics of the area, the most part of farming is extensive. That makes difficult the energy use of residual biomass. However, it has been estimated potential of 5.738,35 toe per year from this sector. Biomass is currently used primarily as fertilizer in nearby farmlands. • Viniculture sector in Marco de Jerez. The 9.763 hectares of vineyard can produce 36.492.800 kg of biomass (vine shoot, pull up vine, etc), that means 11.969,64 toe. Actually, the residual biomass is chopped and abandoned in the vineyards as manure, or burned without energetic using. Operations as the press of grapes and their subsequent transformation into wine also generate significant quantities of residual biomass: “orujos” are obtained as a result of pressing the grapes, and “lías” from decanting the wine. Most of these products are transported to refineries in Castilla La Mancha to obtain alcohol. On the other hand, the stillage (highly polluting effluents with high organic loading) are treated before being discharged to the sewerage. This residue could be treated to produce biogas.

Malopolska region, Poland • Regional Fund for Environmental Protection and Water Management in Cracow • System of funding the upgrading of existing heating systems (based on coal) in public and private buildings with use of renewable energy sources including biomass: • in years 2005 – 2010 11 heating systems have been funded and upgraded, to burn various types of biomass, • reduction of CO2 - about 6000 ton per year. • Renewable Energy Development Strategy - specifies the level of 14% of RES in the country's energy balance by 2020.
