  3. RFRS PURPOSE • The purpose of the RFRS office is to be the full time voice for the part time Guardians • People sleep peaceably in their beds at night only because people stand by ready to act when called upon.

  4. PURPOSE OF RFRS FULL TIME SUPPORT Members of the Regular & Reserve Component to effectively: • Develop • Train • Instruct • Administer the Reserve Component. • 10 USC 12501

  5. EXPECTED OUTCOMES • Mobilizing & enhancing RC deployability • Achieving est. readiness & deployability standards • Training SELRES personnel to ensure skill qualification and readiness • Providing RC advice, expertise, and liaison to AC commands • Assist in developing policy and procedures affecting the RC’s • COMDTINST 5320.3

  7. TRAINING Inactive Duty for Training (IDT) Individual Training Plan A – School Training Requests Mandated Training Competencies Qualifications TMT

Inactive Duty for Training (IDT) Primary Purpose • Provide individual and / or unit readiness training Period of duty, under orders, for • Augmentation (on the job) or formal training in support of Coast Guard Readiness • Readiness administration and maintenance (e.g. SWE, physical exams) • Funeral Honors

IDT RESPONSIBILITIES AD SUPERVISOR RESERVE MEMBER • Review / Revise / Authorize drills • Ensure drill was completed as scheduled • Approve drill or forward to unit approving official • Schedule IDT drills in DA • Send E-mail to AD Supervisor for review / authorization • Attend drill • E-mail approving official

Individual Training Plan (ITP) • Planning tool for SELRES in developing training requirements and plans • Lays out individual training requirements • Support the Strategic goals and objectives of the Sector / District Commander • Designed to capture future training requests • Must be completed by all SELRES members • Submitted Annually (Updated as Required)

  11. ITP RESPONSIBILITIES AD SUPERVISOR RESERVE MEMBER • Collect completed ITP’s • Submit Unit Consolidated ITP to Sector RFRS Full Time Support Staff (Annually) • Due NLT 28 Feb • Submit completed ITP to Unit (Annually) • Due NLT 31 Jan

  12. A -School • CG PSC – RPM has established an A- School waiting has been established for SELRES members • ALCGRSV 023/10

A – SCHOOL RESPONSIBILITIES AD SUPERVISOR RESERVE MEMBER • Submit request via E- Mail • ARL-PF-CGPSC-RPM-Reserve-A-School@uscg.mil • Monitor Airport Terminal • Upon receipt of DA orders, notify members and generate Travel Orders • Notify CG PSC-RPM if DA orders have not been issued • Complete A – School Request form

  14. TRAINING REQUEST • All Training Requests submitted through the Unit Training Coordinator • Forward requested information to RFRS staff • RFRS staff will forward the request to D-8 for fund allocation • All training requests submitted to D-8 by: 30 Jun 2011

TRAINING REQUEST RESPONSIBILITIES AD SUPERVISOR RESERVE MEMBER • Ensure MBR meets pre-requisites • Assist member in applying IAW TQC instructions • Submit request for orders upon verification of assigned training quota • Approval from DXR if performing OJT • Ensure Course pre- requisites are met • Provide AD Supervisor with available dates (Primary and Secondary) • Check Student Enrollment Status in DA

  16. MANDATED TRAINING • Training Requirements updated 12/13/2010 • SELRES must complete all MT as required • Can be completed at the unit Or • Away from unit with CO / OIC approval • Completion of all MT = One IDT Drill (Must complete all MT away from unit)

  17. QUALIFICATION Achieved through: • Resident, Field level, and OJT Once qualified: • Use of RSV members for augmentation is authorized & encouraged

COMPETENCIES Enlisted SELRES initiate training to achieve: • Competencies assigned to PAL position • Enlisted Personnel Qualifications (EPQ’s) for their rating and grade If no competencies are assigned: • Train and perform tasks that will develop skills for contingency and surge operations • ALCOAST 578/09

  19. TO IDENTIFY PAL REQUIREMENTS AD SUPERVISOR RESERVE MEMBER • Go to CGBI • Cubes and Reports • Then Competencies Assigned / Attained Or • Competencies by EMPLID • Go to CGBI • Personal tab • Then Skills • Then Competencies

  20. TMT • Units shall use TMT to track training of all assigned Reserve Members • Ensure member is assigned correct competencies

  21. DISCREPANCIES • AC and Reserve Member verify required / assigned competencies, & readiness info. (CGBI / TMT) • Clean up databases • Forward any discrepancies to / inform RFRS Staff (For resolution)
