  2. What did FCC do? • Name Change to EBS (Educational Broadband Service) • Geographic Licenses • New Band Plan • Transition to New Band Plan • New Leasing Environment • New Regulatory Regime Effective January 10, 2005

  3. What is still on the Table? Further Notice of Proposed Rule Making: • Grandfathered E/F Licenses • Opportunity for New Applications -- White Space Auctions • License Renewal Standards

  4. Geographic Licenses • Exclusive Geographic Service Area (GSA) • Old “PSA” minus half of overlap areas with other co-channel PSAs • Blanket-license for fixed and mobile stations within the GSA (FCC applications required only where International, Environmental and RQZ issues)

  5. Limits on Facilities in GSA • Transmitter EIRP (§ 27.50) • Emissions mask (§ 27.53) • Power Flux Density at GSA borders (§ 27.55) • No D/U ratio analyses

  6. New Band Plan • Separate band segments for high power transmissions (typically video) and low power cellular transmissions (two-way fixed and mobile) • Old MDS 1 and 2 added; I band deleted • Typical four channel licensee (24 MHz) gets: • 3 cellular channels @ 5.5 MHz each • 1 MBS channel @ 6 MHz • Guardband spectrum 1 MHz • Total 23.5 MHz
