The Bottom Line • Statewide graduation rates are increasing, according to reports from school districts, but are still too low. • Results are uneven among school districts. • The gap between Black and Hispanic students as compared with White students is narrowing, but still too large. • Graduation rates for English Language Learners and Students with Disabilities are far too low.

  3. Graduation rates reported by school districts have increased overall during the past five years. High need urban/suburban and rural districts have increased by 3 to 4 percentage points.   7. In Buffalo the graduation rate has not changed significantly over the past four years.   8. The graduation rate for Rochester’s 2005 cohort declined; however, we should note the significant increase in the number of students in the cohort.
