Air Force Procedures • SAF/FM and SAF/AQ Memo, 6 Dec 04 • Documentation required • Direct Buy: CO or Requirements Initiator/PM • Assisted Buy: Requirements Initiator/PM • Include: • Best interest of the Air Force • Within scope of the non-DoD contract • FM has validated funds as available and appropriate • Unique DoD and AF terms and conditions have been added • Certify 6 Dec 04 AF requirements were followed • For services • Ensure compliance with AFFARS 5337.170-3 approval requirements • For Assisted acquisitions • D&F if Economy Act applies

Applicable MIPR Policy • SAF/FM and SAF/AQ Memo, 6 Dec 04, Proper Use of Non-DoD Contracts • Applies to all acquisitions >$100K (Services vs Supplies, Direct Cite vs Reimbursable MIPRs, Direct vs Assisted Acquisitions) • SAF/FM and SAF/AQ MIPR Policy Guide, Feb 05 • Focuses on Direct Cite MIPRs but guidance also applies to Reimbursable MIPRs regardless of $$ value • Reimbursable MIPRs DO NOT require contracting coord • AFMC/CC Memo, 16 May 05, Revised AFMC Management and Oversight of Acquisition of Service Process (MOASP) • Addresses MOASP requirements for services

Definitions • Reimbursable (CAT I) MIPR • When the receiving activity spends their funds to perform the requesting activities requirements--Once the organization has “earned” the reimbursement, a bill is prepared to charge the requesting activity and reimburse the receiving activity • Direct Cite (CAT II) MIPR • An authorization to directly cite a requesting activity’s line of accounting on an obligation document • Direct Acquisition • A task or delivery order placed by an AF official against a contract vehicle established outside DoD • Assisted Acquisition • A contract awarded or task/delivery order placed on behalf of DoD by an official of the US outside of DoD
