Citation of Directive (1) Article 14 Member States shall ensure that: … • “However, in cases where charges and/or licences are an essential precondition to maintain the spatial data sets and services or to fulfil requirements of already existing international spatial data infrastructure in a sustainable way, Member States may apply charges and/or licences either to the person providing the service to the public, or, where the service provider chooses, to the public itself. Data made available through the view services mentioned in Article 11(1)(b) may be in a form preventing their re-use for commercial purposes.” WKS „Security in GDI“ 03. November 2005

Citation of Directive (2) • „Where public authorities levy charges for the services referred to in Article 11(1)(b), (c) or (e), Member States shall ensure that e-commerce services are available. Such services may be covered by disclaimers, click-licenses or licenses.“ CHAPTER V, DATA-SHARING, Article 17 • „The provisions of paragraph 2 do not prevent public authorities that supply spatial data sets and services from licensing them to, and requiring payment from, the public authorities or institutions and bodies of the Community that use these spatial data sets and services.“ WKS „Security in GDI“ 03.   15. 4.1. Vorgehensweise mit Phasen Induktiver Ansatz Zunächst verstehen des Problems nötig Eingrenzung des Probelms für heute für 2009 oder später schwierig WKS „Security in GDI“ 03. November 2005

  16. 4.2. Vorgehensweise mit Iteration und Zeiten 2-3 Iteration innerhalb der nächsten 18 Monate Erste Iteration im Hinblick auf der 12 EC GI GIS Überprüfung der Arbeitstechnik, Abgleich mit den anderen DTs WKS „Security in GDI“ 03. November 2005

TOP 5 Unterstützungsbedarf und Mitwirkungsmöglichkeiten • Für die Definition der Implementation Rules muss das Gesamtmodel INSPIRE SDI verstanden und definiert werden. • Vor allem im Bereich der Business Prozesse gibt es noch erhebliche Anzahl Unbekannter Punkte • Vereinfacht: Entwurf eines Rahmen-Geschäftsmodell nötig (General Bus) • Geschäftsmodel ist stark von Interessen/Möglichkeiten/Planungen abhängig • INSPIRE betrifft viele (dt.) Datenanbieter Daher Mitwirkung nötig und möglich WKS „Security in GDI“ 03. November 2005

TOP 6: Vorhandene Ansätze • INSPIRE DT Sharing Aspekte bereits jetzt für viele Datenanbieter relevant • Einige Lösungsansätze sind bereits in der Diskussion • einige Projekte wurden realisiert und es gibt praktische Erfahrung • (Vorstellung der Ansätze durch die Runde) WKS „Security in GDI“ 03.
