Navy Radiological Operations Oversight • Recent mishaps resulted in increased requirements • New NAVFAC INST 5104.1, BMS, and Navy Permits • Trained NAVFAC Oversight Personnel (Contract Oversight Technicians) • New Guide Specification (UFGS 01 35 26) • New Contractor submittal requirements • New Contractor actions required on-site

ALARA Responsibility The Commander, Commanding Officer, or Officer-in-Charge is responsible for: Ensuring that measures are established for controlling ionizing radiation sources such that the radiation exposure to individuals under their command/jurisdiction is As Low As Reasonably Achievable and no greater than the limits.

  4. Types of Radiological Operations • Gamma Radiography Operations • X-ray Radiography Operations • Onsite X-ray Fluorescence • Lead Paint Analysis • Moisture Density Analysis

Contractor Requirements - General • Follow applicable requirements: • Nuclear Regulatory Commission or State License • UFGS 01 35 26 para. 1.14 Radiation Safety Requirements • Maintain source IAW Title 10 Code Federal Regulations • Provide Submittals 2 weeks prior to staring RAD operations: • License Documentation • Radiography Worksite Planning Sheet • Machine/Source information and leak test results

Contractor Requirements - Operations • Coordinate transportation and base security • Properly secure radiography sources during transportation and while stored • Erect barriers at work site to protect devices and restrict access • Place proper signage in all directions • Maintain constant and direct surveillance • Survey and monitor any established boundaries

Contractor Requirements - Operations FOR GAMMA RADIOGRAPHY, the Navy must: • Arrange for security escort of contractor to/from worksite • Accompany base security & contractor during transit • Survey contractor’s vehicle – Upon arrival to base – Prior to leaving worksite – Ensure radiation levels on contact with vehicle are less than 2 mR/hr

  8. Moisture Density Gauge • During transport, attach gauge to vehicle by two separate means, radiation intensity should be very low • Gauge should be stored in case & attached to vehicle when not in use

Contractor Requirements - Operations RADIOLOGICAL PROBLEMS: • IMMEDIATELY STOP all radiography operations for: » Any unsafe condition » Any boundary violation • Ensure source placed in ‘safe mode’ • Report incident or violation to Contract Oversight Technician and Contracting Officer • NAVFAC Radiation Safety Officer reports the incident or violation to Regional Commander, Installation CO/OIC and NAVSEADET RASO • Do NOT recommence radiographic inspection without authorization • Document deficiencies

  10. Emergency Procedures 1. Cease work immediately 2. If the gauge has been partially damaged or destroyed, keep people at least 20 feet away until the source is replaced or shielded, or until radiation levels are known. (Notify your CROPM & have RASO Notified immediately) 3. Have leak tests performed after any incident that may result in source damage. 4. In case of an accident or fire, do not use the gauge until any danger from or damage to the source is assessed. 5. Contractor must inform the NRC (State) Agency within 24 hours of any theft, accident or incident involving the gauge.
