Current Sector Issues, Themes and Drivers • Implementation of government reports: • Gershon Review – increased efficiency, reduced costs. • O'Donnell Review - merger of Customs & Excise and the Inland Revenue • National Offender Management Service – merger of Prison Service and Probation Service • Lyons Review - involves the potential relocation of up to 20,000 public sector jobs out of London.  • Hampton Review - reducing the administrative cost of regulation • Homeland Security – introduction of biometric passports and ID Cards • Procurement – Expensive & time-consuming for all. Private sector buoyancy leads to dip in PS interest. • Freedom of Information Act • Enabling Change, Transformation and Change Management

CSC Point of View • CSC’s point of view is: • Quick win solutions are not the answer • Professional functions should be staffed by professionals • Back office poorly served by technology • Support services hindered by bureaucracy • HMG do the same thing many times & poorly • Solutions are not just about IT - but more about changing the way departments operate • Include the reasons of how we differentiate from our competitors • For the larger opportunities the competition is small – we have a good reputation – many competitors do not. • Larger opportunities require a team approach – we are good at building consortia
