This program shifted Illinois 4-H's focus away from a competitive model and toward a more standards-based, individual achievement model that emphasized development of life skills. This approach to 4-H youth development has become the standard nationwide.

It was noted this was the biggest and best attended National meeting to date. It was also noted that one of the reasons Illinois was able to put on such a great National Meeting was the help and cooperation the Association received from all Extension Staff in Illinois.” Notes from the 25th Anniversary Party held 1995

  30. 1902 A. B. Graham started a youth program in Clark County, Ohio. T. A. Erickson, superintendent of school in Douglas County, Minnesota, spent $20 of his salary to buy seeds for one of the corn-growing contests involving county youth. 1904 1907 The first emblem used nationally was designed by O. H. Benson as a three-leaf clover. It stood for head, heart, and hands. 1914 The passage of the Smith Lever Act created the Cooperative Extension Service. 1922 The First National 4-H Club Congress was held in Chicago. 1927 State 4-H Leaders adopted the National 4-H Pledge and the 4-H Motto at the first National 4-H Club Camp. County 4-H club agents established their own national professional association, the National Association of Extension 4-H Agents. 1947
