  2. THE NEW AID ARCHITECTURE THE NEW AID ARCHITECTURE IS CHARACTERISED BY: INCREASING DIVERSITY AND COMPLEXITY OF ODA CHANNELS SIGNIFICANT EARMARKING OF FUNDS FOR SPECIFIC USES OR FOR SPECIAL-PURPOSE ORGANISATIONS LESS CONDITIONALITY FLEXIBILITY QUICKER DISBURSEMENTS

  3. BROAD ISSUES ADDRESSED DO WE HAVE THE CAPACITY TO MANAGE THESE MULTIPLE AID CHANNELS? WHAT IS THE IMPACT OF EARMARKING ON NATIONAL AND SECTORAL DEVELOPMENT STRATEGIES ALIGNMENT OF NEW PLAYERS WITH COUNTRY SYSTEMS WHAT IS THE IMPACT OF NEW PLAYERS ON AID EFFECTIVENESS AND ON DEVELOPMENT TRANSPARENCY vs. CONDITIONALITY WHAT PROCESSES TO USE TO INTEGRATE THESE AID CHANNELS

KEY MESSAGES FOR RT 9 AND AAA PARTNER COUNTRIES SHOULD HAVE CLEAR FRAMEWORKS AND GOOD AID POLICY BACKED UP BY STRONG POLITICAL WILL TO BE APPLIED TO ALL DONOR PARTNERS NEW PLAYERS HAVE TO ALIGN WITH COUNTRY SYSTEMS AND COUNTRIES HAVE TO MANAGE BETTER THIS TYPE OF AID INCLUDING THE “TRADITIONAL” TYPE THERE IS THE NEED TO HAVE A CLEAR DISTINCTION BETWEEN THE FINANCIAL ENGAGEMENT WITH NEW DONORS IN RELATION TO EXPORT CREDITS AND PROJECT FINANCING.

  5. KEY MESSAGES FOR RT 9 AND AAA TECHNOCRATS SHOULD MOBILISE POLITICAL SUPPORT FOR EXISITING AID MANAGEMENT PROCESSES AND ALSO ENHANCE CAPACITY FOR PARLIAMENTARIANS. ENGAGE IN SUBSTANTIVE DIALOGUE WITH EMERGING DONORS, SUCH AS FOCAC (AFRICA-CHINA FORUM). PARTNER COUNTRIES TO HAVE A COMMON POSITION BEFORE SUCH MEETINGS. TRADITIONAL DONORS HAVE TO LEARN FROM THE FLEXIBILITY THAT NEW DONORS ARE BRINGING TO THE TABLE

KEY MESSAGES FOR RT 9 AND AAA GLOBAL FUNDS MUST ALIGN WITH COUNTRY NATIONAL PLANS AND SYSTEMS AND AVOID PARALLEL PROCESSES THERE IS A NEED TO ENSURE THAT GF ARE ON BUDGET AND ON THE MTEF, AND PROVIDE INFORMATION ON DISBURSEMENTS THROUGHOUT THE YEAR. BOTH MINISTRIES OF FINANCE AND RESPONSIBLE SECTOR MINISTRIES MUST BE INVOLVED GLOBAL FUNDS SHOULD CONSOLIDATE COUNTRY PROPOSAL ROUNDS

  7. KEY MESSAGES FOR RT 9 AND AAA ENSURE THAT COUNTRY COORDINATING MECHANISMS (CCMs) FIT INTO SECTOR-WIDE DIALOGUE NEED TO ENSURE MEDIUM TERM PREDICTABILITY AND SUSTAINABILITY OF GLOBAL FUNDS GLOBAL FUNDS SHOULD HELP TO IMPROVE CAPACITY AND HUMAN RESOURCE DEVELOPMENT

  8. CONCLUSION NEED TO BUILD OUR COUNTRY SYSTEMS TO ENGAGE WITH NEW DONORS, INCLUDING STRONG POLITICAL WILL TO SUPPORT EXISTING AID PROCESSES. PARTNER COUNTRIES MUST HAVE CLEAR STRATEGIES THAT WILL ENABLE THEM DRIVE THE PROCESS OF AID DELIVERY DONORS TO ASSIST ENHANCE LOCAL CAPACITY TO MANAGE DIVERSE AID FLOWS L

  9. CONCLUSION HAVE STRONGER PARTNERSHIP WITH TRADITIONAL AND NON-TRADITIONAL DONORS UNDER A COMMON PLATFORM LED BY PARTNER COUNTRIES BUT SUPPORTED BY A HIGH LEVEL POLITICAL COMMITMENT ON BOTH SIDES IN ACCRA.
