Examine interactions between public and private sectors during the threat or actual occurrence of a terrorist event. Assess the Airport Emergency Plan Resource management: Determine strengths and weaknesses in the local coordination and integration of response resources.

  11. Module 1 Information sharing

Due to the 911 ten year memorial the National Intelligence Community (NIC) assesses that al-Qa‘ida and its affiliates pose a “credible, but non-specific” threat; possibly employing small IED assault tactics at “small town USA”. There have been at least four reported incidents of suspicious photography at schools and airports in Michigan, Indiana and Iowa; three in a week and one in the first week of August. The Minnesota Fusion Center reports a similar incident at the Duluth International Airport. At this time there is no specific or credible information indicating these incidents are connected to any terrorist threat streams. Recap Intel

  13. In each of the incidents, the persons are unidentified described as being of Middle Eastern decent. In one incident, two female subjects were wearing traditional head wraps and were seen outside in the parking lot taking photographs of the building. Reports suggest that the subjects showed an interest in the location of surveillance cameras in and around the venues. The incidents involve the use of various devices by the subjects, including cameras, cell phones and the camera contained within the phone) and laptops. Additionally, some of the subjects were seen taking notes. 5 September 2011 Three Pakistani males questioned by Mall Security and Law Enforcement Officer at Madison East Towne Mall. Subjects walking quickly through mall without talking and taking photos and video of the mall. Subjects separated and questioned, stories did not match.   14. 6 September 2011 A Eau Claire High School reports On 9/6/2011, John A. Gonzalez, reported that his wife (Vanessa), who works for the High School, encountered two women with heavy Middle Eastern Accents asking about the student population, the size of the town and the safety of the community. Mr. Gonzalez stated he was calling the administration to report this activity because his wife was not comfortable creating a record of this type. 7 September 2011 Minnesota Fusion Center issues BOLO: Request assistance identifying subjects pictured below. Once aboard the train connecting the terminals these subjects videotaped how patrons oriented themselves within the metro rail car. The subjects were attempting to videotape inconspicuously, by holding the camera at their side, between their chest and waist. Recap
