  1. Is Congress effective in exercising legislative oversight of the federal bureaucracy? By: Carly Grisham, Alex Robinson, Sara Carter, and Emily Robinson

  2. Are they effective? • Congress does effectively oversee the federal bureaucracy. • It does so mainly through its standing committee system. • However, Congress also oversees in a wide variety of different congressional activities. • They can oversee through budgetary review, controls on personnel, and investigations and public hearings.

  3. How do they do it? • Congress controls appropriations, and they can decide where funds go. • They can also change the jurisdiction of bureaucratic agencies. • They also set laws to help monitor the behavior of bureaucracies. Examples are the Administrative Procedure Act and the Freedom of Information Act.

  4. Congress can decide how money is distributed, so if an agency does not perform as needed, Congress can take away their funding. Congress can be effective through budgetary review.

  5. Represents a hearing, and agencies asking for money.

  6. Failures in doing this… • Sometimes Congress does not oversee • Tea pot dome • Iran contra under President Reagan
