  1. INTRODUCTION Add name + tel and e-mail for contact and questions

  2. The TESS Project TESS – Toolbox to support Environmental and Sustainable Systems for speciality chemicals manufacturers,SMEs, with special emphasises on REACH and Sustainability It is part of the Commission FP6 Research, Technology Development and demonstration – with particular target : action for SMEs

  3. The aim of the Project To produce an interactive – electronic Toolbox on the internet for easy access by SME users, containing 4 tools : • REACH Legislation • Chemical Toxicology and Environmental Fate • Supply Chain Evaluation (methodology for self-assessment of viability of changes) • Sustainable Chemistry (data base for alternatives) The Toolbox can be used by all SMEs

  4. Project facts • CIA is the Co-ordinator of the Project towards the EU Commission • Participants : • RTDs – Universities (Hull, York, London and Ghent) and VTT (Technical Research Centre of Finland) • SMEs – Arran Chemicals (Ireland), Robinson Brothers (UK), Organica (Germany), Vantaco (Finland), Vickers (UK) • IAGs - CIA + Cefic, Essenscia, Federchimica, VNCI, KT RY and BACS (British Association of Chemical Specialties)

  5. Project developments Project Work Packages : • WP 1– Requirements & Functional Specifications Leader CIA + others • WP 2 to 7– Research Innovation and Development Tasks SMEs + RTDs • WP 8 & 9–Training & Dissemination Leader Cefic + other associations

  6. 04/09/2006 (start) 04/09/2008(start) 03/09/2009 (end) Month 1 24 36 WP 8 & 9 WP 1 to 7

  7. Toolbox status • Beta version :is available • Beta version : to be improved until end of November • Final version now available : December 08

  9. TESS Toolbox Overview • Contains 4 tools: • REACH Legislation • Chemical Toxicology & Environmental Fate • Supply Chain Evaluation • Database of Bio Building Blocks • To assist SMEs handling REACH and Sustainability issues

  10. REACH Legislation • Aim: • To help SME’s in the chemical sector understand and comply with their obligations under REACH • Toolbox package: • A brief guide to REACH • An Obligations TOOL • Guidance on the REACH text (Complying with REACH Regulation) • Glossary • Links compendium

  11. The Glossary & Links Compendium cover all areas of the Toolbox and are available on the main Menu as additional features.

  12. REACH Legislation WP2

  13. A. Obligations Tool Purpose • To provide a simple statement of users registration obligations under REACH • Give guidance on other obligations users may have. Scope • Single substances • Phase-in & non-phase-in • Manufacturers / importers / downstream users / distributers Limitations • Articles • Intermediates (covered as a separate item in the toolbox)

  14. A. Obligations Tool Features • Question / answer driven • User can enter a substance reference • Substance / tonnage specific • Statement of obligations; • Registration obligations & deadlines • Classification & Labelling Notification • Headline guidance on; • Communication / Safety data Sheets • Downstream User CSA • SVHC / Authorisation • Links to ‘Complying with REACH’ for further information. • Print facility

  15. Obligations Tool Overview

  16. Obligations Tool

  17. B. Complying with REACH Purpose • To support the Obligations Tool (via links to specific topics) • To provide guidance on REACH /help SMEs understand what they need to do to comply with their obligations under REACH. Scope • Phase-in & non-phase-in • Registration / Evaluation / Authorisation & Restriction • Manufacturers/ Importers / Downstream users • Communication / SDS • Classification & Labelling Notification (+ GHS) • Articles (in brief)

  18. B. Complying with REACH Features • Index / Search driven • Text • Links to • Technical guidance documents • pdf downloads • Websites e.g. ECHA • Other Areas of the toolbox e.g. related topics, Toxicology

  19. B. Complying with REACH Extract from Data Gathering REACHIllustration.... Read more... Chemical Toxicology Practical guidance with worked examples on the use of read-across and (Q)SAR models to predict substance properties can be found in the Chemical Toxicology section of this toolbox.

  20. What is this Guidance about? This guidance has been developed to help SME users to assess the: • Ecotoxicity • Environmental Fate • Human Health Effects (mutagenicity) using freely available non-testing methods; (Q)SAR and read-across

  21. Terms Definitions

  22. What is this tool about? This tool has been developed to help SME users to assess KEY aspects of: • Toxicity • Testing Procedures • Environmental Fate • Human Health Effects (mutagenicity) using freely available non-testing methods such as (Q)SAR and read-across To comply with REACH Reduce cost and time

  23. Terms Definitions

  24. How to use this tool Examples and links are given within each tool

  25. Content of Each Stepwise Approach • Welcoming page (introduction) • Overview of the stepwise methodology (includes all the steps) • Steps (each one has a corresponding text) • Examples (chemicals) • Links

  26. Supply Chain Evaluation Tool • A self assessment process by the SME • Uses a simple set of assessment questions • Key technical and commercial parameters • The answers are qualitative and are : • yes/no • greater than/the same as/less than

  27. Tool Outputs • Provides an assessment in terms of: • Risk • Viability • Critical Failure • Provides an ‘Overall Assessment’ as a visual score in terms of Risk and Viability.

  28. Definition of Terms Risk – the practical likelihood that an area under investigation will cause harm Viability - defines the practical likelihood of the scheme being workable Critical failure - where the proposition has transgressed beyond acceptable viability 33

  29. Assessment Questions Systematic methodology requires answers to qualitative questions under the following headings: 1.    Routing Options 2.    REACH Compatibility 3.    Chemical-performance 4.    Chemical Engineering 5.    Sustainability 6.    Environmental Impact 7.    Operating Costs 8.    Supply Chain and Product Pricing 9.    Capital Costs 10.  Safety 11.  Market acceptability Overall Feasibility Assessment 34

  30. Graphical Output

  31. Database Aims Aims to provide help to SMEs with • Sources of biomass • Substances derived from biomass • Sustainable chemistry routings (economic, environmental, societal) • Biobased substitutes for currently used substances that are under pressure of REACH • “Green” alternatives to petrochemical derived substances

  32. Acceptability criteria for building blocks • Long-term availability and competitive price • High yield and small number of steps in production from biomass • Viable technology for production from biomass • Low environmental impact • No competition with food production

  33. Database Requirements • Simple to interrogate • Based on current literature • Patent and academic • Updated on a regular basis • Interrogate by: • Building block, derivative thereof, feedstock

  34. Database Structure • Biomass derived feedstock • Cellulose, starch etc. • Building Block • Ethanol, lactic acid etc. • Substances currently available • Ethene, acetone, etc • Query by use will be developed • All supported by references

  35. Graphical output of the database

  36. Summary • Suite of 4 tools to Help SMEs migrate towards responsible renewables • Key aspects of REACH • Chemical Toxicology & Environmental Fate • Supply Chain Evaluation • Database of bio blocks

  37. Demonstration

  38. Thank you for listening We hope that the Toolbox will be useful for your company Your feed back and suggestions on the Toolbox and its use are of importance for us
